Collaborative Governance dalam Pengembangan Desa Wisata Kalipelus Kabupaten Pacitan

Tesis ini menganalisis mengenai proses collaborative governance lintas sektor yang dilakukan antara masyarakat lokal, lembaga pemerintah dan komunitas dalam pengembangan desa wisata Kalipelus, Kecamatan Kebonagung, Kabupaten Pacitan. Tujuan pokok kajian ini untuk menganalisis mengapa proses kolaborasi dalam pengembangan desa wisata Kalipelus berhasil dalam meningkatkan kemandirian ekonomi lokal. Argumen penelitian ini yaitu kolaborasi dalam pengembangan desa wisata Kalipelus dapat berhasil dan berjalan baik karena adanya komitmen bersama dalam kelembagaan lintas sektor, sehingga mampu mengupayakan peningkatan kapasitas sumber daya manusia yang berdampak pada pencapaian tujuan kolektif.

Penelitian ini menggunakan metode deskriptif kualitatif. Teknik pengumpulan data melalui observasi, dokumentasi dan wawancara mendalam dengan para stakeholder yang terlibat dalam pengembangan desa wisata Kalipelus meliputi aktor masyarakat lokal, lembaga pemerintah dan komunitas. Selama penelitian ini berlangsung, peneliti mengidentifikasi peran aktor masing-masing dalam mencapai tujuan kolektif pengembangan desa wisata Kalipelus. Kerangka integrative CGR digunakan untuk mengidentifikasi dan menganalisis pengembangan desa wisata. Terakhir, menjelaskan implikasi keberhasilan collaborative governance dalam pengembangan desa wisata Kalipelus.

Hasil penelitian ini menunjukan bahwa pokdarwis Desa Kalipelus sebagai penggerak utama menginisasi gerakan kolaboratif. Pembentukan kolaborasi sejak awal bersifat semi-terstruktur dengan didukung komitmen bersama berdasarkan nilai-nilai kepercayaan. Keterlibatan lembaga pemerintah mendukung upaya kelembagaan formal yang kolaboratif melalui berbagai forum resmi dan informal. Kemudian memfasilitasi peningkatan kapasitas sumber daya manusia, promosi destinasi wisata dan event pariwisata yang berdampak pada peningkatkan kemampuan masyarakat lokal dalam mengembangkan desa wisata Kalipelus. Elemen-elemen yang menentukan keberhasilan kolaboratif desa wisata Kalipelus meliputi kepemimpinan inisiatif-fasilitatif; sumber daya manusia; dan adaptasi kolaboratif.

This thesis analyzes the process of cross-sector collaborative governance carried out between local communities, government institutions and communities in the development of Kalipelus tourism village, Kebonagung District, Pacitan Regency. The main objective of this study is to analyze why the collaborative process in the development of Kalipelus tourism village is successful in increasing local economic independence. The argument of this study is that collaboration in the development of Kalipelus tourism village can be successful and run well because of the joint commitment in cross-sector institutions, so that it is able to strive to increase the capacity of human resources that have an impact on achieving collective goals.

This study uses a qualitative descriptive method. Data collection techniques through observation, documentation and in-depth interviews with stakeholders involved in the development of Kalipelus tourism village including local community actors, government institutions and communities. During this study, researchers identified the role of each actor in achieving the collective goals of developing Kalipelus tourism village. The CGR integrative framework is used to identify and analyze the development of tourism villages. Finally, it explains the implications of the success of collaborative governance in the development of Kalipelus tourism village. 

The results of this study indicate that the Kalipelus Village Pokdarwis as the main driver initiated the collaborative movement. The formation of collaboration from the beginning was semi-structured with the support of a shared commitment based on trust values. The involvement of government institutions supports formal institutional efforts that are collaborative through various official and informal forums. Then facilitate the increase in human resource capacity, promotion of tourist destinations and tourism events that have an impact on increasing the ability of local communities to develop the Kalipelus tourist village. The elements that determine the success of the Kalipelus tourist village collaboration include initiative-facilitative leadership; human resources; and collaborative adaptation.
