Land management is often marked by conflict dynamics, particularly social conflicts between companies and local communities. This issue is also experienced by PT Bukit Asam Tbk and the residents of Dusun Batu Keras. The conflict arises from land clearing for mining operations, which encroaches on community-managed land. As a solution to this conflict and as a form of corporate social and environmental responsibility, the company seeks to translocate community land to a new area using a community-based forest management approach. This study aims to formulate management objectives, analyze biophysical and social characteristics, and design alternative strategies for sustainable forest management in the translocation of community-managed land.
This research was conducted in Dusun Batu Keras and the forest area of the PPKH Banko Tengah Translocation Site using a qualitative approach and case study method. Data collection involved observation, in-depth interviews, and document studies. Data analysis consisted of two main methods: stakeholder analysis to define management objectives and CASM analysis to identify biophysical and social characteristics on-site. Additional analyses were conducted to determine the key challenges in both biophysical and social aspects. The findings were summarized using a SWOT approach to develop comprehensive strategic alternatives.
The results indicate three primary objectives for forest management in the translocation of community-managed land: environmental protection, improving local community welfare, and developing renewable energy sources. The CASM analysis revealed several major challenges, including marginal soil conditions, limited water resources, lack of knowledge and technology, and weak institutional support. Based on the SWOT analysis, 17 alternative strategies were formulated, with four key priorities: crop diversification and zonal planting patterns, strengthening local institutions, facilitating stakeholder communication, and conserving water resources.
