Construction project evaluation of the Faculty of Pharmacy Gadjah Mada University Unit 4 building

Tujuan dari penelitian ini adalah untuk mengevaluasi efisiensi pelaksanaan proyek oleh PT. Rahayu Trade and Contractors ketika membangun Gedung Unit IV Fakultas Farmasi Universitas Gadjah Mada, yang pada tahap perencanaan dan pengendalian hanya menggunakan metoda CPM / PERT secara konvensional tanpa menggunakan bantuan software komputer. Penulis melakukan evaluasi pertama dengan membandingkan network analysis yang dilakukan oleh kontraktor dan pengawas dengan network analysis yang dibuat oleh penulis dengan bantuan software computer. Evaluasi kedua adalah untuk mengevaluasi pekerjaan yang dilakukan oleh kontraktor dalam basis mingguan dengan tujuan mengevaluasi hasil nyata yang dicapai oleh kontraktor dengan menggunakan system Earned Value Analysis. Berdasarkan penelitian yang dilakukan oleh penulis, kontraktor telah membuat network analysis yang baik meskipun dibuat hanya dengan metode konvensional, akan tetapi didalam pelaksanaannya terdapat beberapa penyimpangan yang terjadi karena masalah birokrasi yang muncul pada saat pengerjaan proyek. Hasil penelitian yang lain adalah penyimpangan yang terjadi dalam proyek tidak dapat diketahui dan diperbaiki secara cepat oleh kontraktor, karena metode pengendalian yang digunakan kurang menyeluruh, dan tidak dapat secara mudah melacak asal mula terjadinya penyimpangan tersebut.

The purpose of this study is to evaluate the project execution efficiency that provided by P.T. Rahayu Trade and Contractors when build the Faculty of Pharmacy Unit IV Building that on the planning and controlling phase the contractor use a conventional method that only use a manual CPM / PERT method without any computer software program support. The author does the first evaluation by comparing the network analysis that done by the contractor and supervisor with a network analysis done by the author with a computer software program aid. The second evaluation is to evaluate the work that performed by the contractor on weekly basis in order to evaluate the actual performance of the contractor by using Earned Value Analysis. In the research, the author finds that the contractor had made a good and efficient network analysis even with a conventional method, but on the project execution, some slippage occurs because of bureaucracy problems that arise. The other finding is that the slippage that occurs on the project cannot quickly recognized and corrected by the contractor, because the controlling method is not as thorough as if we do it with computer software aids and cannot easily use to trace where the slippage occurs.
