Usaha Limbah Akar Jamur: Perwujudan Hubungan Ekonomi antara Pemerintah Desa dengan Warganya

Studi ini membahas tentang perwujudan hubungan ekonomi antara pemerintah desa dengan warganya. Dijelaskan lewat kasus hubungan antara Pemerintah Desa Pandansari, sebuah desa di Kabupaten Brebes, Jawa Tengah dengan warga pengelola usaha limbah akar jamur, usaha ciptaan Pemerintah Desa Pandansari. Usaha limbah akar jamur sendiri tergolong usaha informal yang selama sepuluh tahun terus menyumbang nominal ke pendapatan asli desa. Selama sepuluh tahun usaha ini hadir, di sisi lain hampir sembilan tahun juga BUMDes diperkenalkan sebagai instrumen pembangunan ekonomi desa, dan selama ketersinggungan itu pula pemerintah Desa Pandansari tidak pernah berusaha untuk menggabungkan usaha limbah akar jamur ke dalam unit usaha BUMDes Pandansari. Melalui pertanyaan apa yang membuat usaha limbah akar jamur bertahan menjadi usaha informal dan tidak menjadi bagian dari unit usaha milik Desa Pandansari. Ditambah dengan pergantian kepemimpinan desa, membuat hubungan usaha ini semakin sulit untuk disatu pahamkan. Pengelola usaha limbah akar jamur yang berperan sebagai pelaksana usaha, rupanya secara diam-diam menentang ide laba usaha sebesar-besarnya diberikan untuk PADes, sebagaimana aspirasi pemerintah desa hari ini. 

This study explores the economic relationship between village governments and their residents, focusing on the case of Pandansari Village, located in Brebes Regency, Central Java. The analysis centers on the relationship between the Pandansari Village Government and the residents managing a mushroom root waste business, a venture initiated by the village government itself. Classified as an informal business, this mushroom root waste enterprise has consistently contributed to the village’s original revenue for over a decade. Interestingly, during this ten-year period, nearly nine years have passed since Village-Owned Enterprises (BUMDes) were introduced as tools for economic development. Despite this, the Pandansari Village Government has not attempted to integrate the mushroom root waste business into the units managed under the Pandansari BUMDes. This raises the question of why the business has remained informal and separate from the village’s formal economic units. The situation is further complicated by leadership changes within the village, which have made it increasingly challenging to reach a consensus regarding the management of the business. Meanwhile, the managers of the mushroom root waste enterprise, who serve as the operational executors, appear to silently oppose the current village government’s aspiration to maximize the business’s profits as contributions to the village’s original revenue.
