Penulisan hukum ini bertujuan untuk mengetahui dan menganalisis urgensi pembentukan Serikat Pekerja Dosen Non-PNS pada Perguruan Tinggi Negeri Badan Hukum (Studi kasus pada PTN-BH UGM). Tujuan selanjutnya adalah untuk mengetahui dan menganalisis implikasi pembentukan Serikat Pekerja Dosen Non-PNS terhadap Dosen Non-PNS pada Perguruan Tinggi Badan Hukum (Studi Kasus pada PTN-BH UGM).
Penelitian ini bersifat deskriptif dan berjenis normatif dengan didukung wawancara narasumber.Penelitian hukum ini dilakukan dengan penelitian kepustakaan dengan studi dokumen untuk mendapatkan data sekunder. Data sekunder yang terdiri dari berbagai bahan hukum yaitu bahan hukum primer, bahan hukum sekunder, dan bahan hukum tersier. Data hasil penelitian dianalisis dan disajikan secara deskriptif kualitatif.
Berdasarkan penelitian diperoleh hasil sebagai berikut. Pertama, urgensi Pembentukan Serikat Pekerja Dosen Non-PNS pada Perguruan Tinggi Negeri Badan Hukum (Studi kasus pada PTN-BH UGM) adalah sebagai wadah aspirasi perjuangan serta pelindungan bagi Dosen Non-PNS di UGM. Namun, berdasarkan penelitian di atas sesungguhnya keberadaan serikat pekerja Dosen non-PNS di UGM belumlah urgen. Hal tersebut didasari sudah adanya tempat atau wadah yang diberikan oleh UGM bagi dosen atau pegawai yang berstatus sebagai Non-PNS untuk menyalurkan aspirasi serta keresahannya melalui Korpagama. Kedua, implikasi pembentukan Serikat Pekerja Dosen Non-PNS terhadap Dosen Non-PNS pada Perguruan Tinggi Negeri Badan Hukum (Studi kasus pada PTN-BH UGM) diharapkan memberi wadah yang tepat bagi penyaluran aspirasi dan advokasi dosen non-PNS UGM, namun harapan tersebut saat ini sulit terwujud karena untuk mendirikannya masih terkendala dasar yuridis yang menaunginya.
This legal writing aims to determine and analyze the urgency of establishing a Non-PNS Lecturer Workers' Union at a Legal Entity State University (Case study at PTN-BH UGM). The next aim is to find out and analyze the implications of the formation of a Non-PNS Lecturer Union for Non-PNS Lecturers at Legal Entity Universities (Case Study at PTN-BH UGM).
This research is descriptive and normative in nature with supported by resource interviews. This legal research was carried out using library research and document study to obtain secondary data. Secondary data consists of various legal materials, namely primary legal materials, secondary legal materials and tertiary legal materials. The research data were analyzed and presented in a qualitative descriptive manner.
Based on the research, the following results were obtained. First, the urgency of establishing a Non-PNS Lecturer Workers' Union at Legal Entity State Universities (case study at PTN-BH UGM) is as a forum for aspirations for struggle and protection for Non-PNS Lecturers at UGM. However, based on the research above, the existence of a non-PNS lecturer union at UGM is not yet urgent. This is based on the existence of a place or forum provided by UGM for lecturers or employees with Non-PNS status to channel their aspirations and concerns through Korpagama. Second, the implications of the formation of the Non-PNS Lecturers' Union for Non-PNS Lecturers at Legal Entity State Universities (Case study at PTN-BH UGM) are expected to provide an appropriate forum for channeling the aspirations and advocacy of UGM non-PNS lecturers, but this hope is currently This is difficult to realize because establishing it is still hampered by the legal basis that covers it.
