The IKN Debate in the 2024 Presidential Race: Unpacking the Narrative Strategies of Koalisi Indonesia Maju and Koalisi Perubahan on IKN Policy

 Penelitian ini bertujuan untuk memetakan strategi narasi kebijakan yang digunakan oleh dua koalisi partai politik, Koalisi Indonesia Maju (KIM) dan Koalisi Perubahan (KP), dalam membangun narasi kebijakan Ibu Kota Negara (IKN) dalam konteks Pemilihan Presiden (Pilpres) 2024. Dari perspektif komunikasi politik, narasi yang dikembangkan oleh aktor politik dalam konteks pemilihan umum dapat mencerminkan preferensi dan posisi mereka terhadap suatu kebijakan. Dalam konteks Pilpres 2024, muncul perdebatan antara KIM dan KP terkait kebijakan IKN. KIM mengedepankan narasi yang berpusat pada keberlanjutan, sementara KP mengusung narasi yang menekankan pada perubahan. Penelitian ini menggunakan pendekatan Narrative Policy Framework (NPF) untuk mengidentifikasi strategi narasi yang digunakan oleh masing-masing koalisi. Temuan menunjukkan bahwa KIM, dengan narasi keberlanjutannya, menggunakan strategi story of control, containment, dan angel-shift untuk mengartikulasikan kebijakan IKN. Sementara itu, KP dengan narasi perubahannya yang berupaya menantang status quo, menggabungkan strategi story of control, expansion, dan angel-shift dalam menarasikan kebijakan IKN. Terkait dengan dinamika koalisi partai politik, studi ini menemukan bahwa tidak ada korelasi yang signifikan antara dinamika internal koalisi dengan strategi narasi yang digunakan. Penelitian ini menemukan beberapa perbedaan dalam penggunaan strategi narasi pada konteks pemilihan umum bila dibandingkan dengan konteks lain, mencerminkan kebutuhan untuk meraih dukungan publik dalam pemilihan.

This research project aims to map the policy narrative strategies employed by two coalitions of political parties, Koalisi Indonesia Maju (KIM) and Koalisi Perubahan (KP), in the construction of narratives towards Ibu Kota Negara (IKN) policy in the context of the 2024 Indonesian Presidential Election. From the political communication perspective, the narratives developed by political actors in the context of general elections can reflect their preferences and positions on a given policy. In the context of the 2024 Indonesian Presidential Election, a debate emerged between the KIM and KP regarding the IKN policy. The KIM advanced a narrative centered on sustainability, while the KP espoused a narrative emphasizing change. This research employs the Narrative Policy Framework (NPF) approach to identify the narrative strategies utilized by each coalition. The findings indicate that KIM, with its sustainability narratives, employs the story of control, containment, and angel shift strategies to articulates the IKN policy. Conversely, KP, with its narrative of change which seeks to challenge the status quo, combines the story of control, expansion, and angel shift strategies towards IKN policy. In relation to the dynamics of political party coalition, this study found that there is no notable correlation between the coalition’s internal dynamics with the narrative strategies employed. This study found several distinctions in narrative strategy utilization in general elections compared with other contexts, reflecting the necessity to garner public support in elections
