Analisis Dampak Diterapkannya Kebijakan Sistem Zonasi Sekolah Terhadap Peminat SMA Swasta di SMA Muhammadiyah 3 Pedan

Penulisan hukum ini mengkaji tentang dampak
diterapkannya kebijakan Sistem Zonasi Sekolah terhadap SMA Swasta di SMA
Muhammadiyah 3 Pedan menurut Peraturan Menteri Pendidikan dan Kebudayaan Nomor
14 Tahun 2018 jo Permendikbud Nomor 1 Tahun 2021 terhadap SMA Muhammadiyah 3
Pedan di Indonesia dengan tujuan untuk mengetahui faktor-faktor penyebab
penurunan di SMA Muhammadiyah 3 Pedan serta upaya sekolah dan pemerintah dalam
mengatasi permasalahan penyebab penurunan tersebut.
Penelitian ini dilakukan dengan metode
normatif-empiris dan dilakukan dengan analisa data kualitatif yang menghasilkan
faktor – faktor efektivitas berdasarkan atas penelitian kepustakaan dan
penelitian lapangan serta dijelaskan secara deskriptif.
Hasil penelitian menyimpulkan bahwa SMA Muhammadiyah 3
Pedan telah mengalami penurunan jumlah siswa sejak tahun 2016 hingga 2024 dan
menurun tajam pada tahun 2018 hingga 2024 akibat dari dampak kebijakan zonasi
sekolah yang diterapkan pada tahun 2018 melalui Peraturan Menteri Pendidikan
dan Kebudayaan Nomor 14 Tahun 2018 jo Permendikbud Nomor 1 Tahun 2021. Dengan
penurunan tersebut, SMA Muhammadiyah 3 Pedan akhirnya berupaya untuk menaikkan
daya saing bagi sekolah swasta dengan beberapa upaya yang dilakukan seperti
peningkatan kualitas pendidikan, meningkatkan promosi dan pemasaran, mengadakan
program beasiswa bersama pemerintah, dan melakukan komunikasi efektif bersama
wali siswa. Selain itu, pemerintah juga turut serta dalam menyelesaikan
permasalahan tersebut dengan memberikan bantuan dana melalui Bantuan
Operasional Satuan Pendidikan disingkat BOSP reguler bagi sekolah swasta dan
pemberian bantuan Program Indonesia Pintar yang disingkat PIP bagi siswa yang
kurang mampu.
This legal writing examines the impact of the
implementation of the School Zoning Policy on private high schools,
particularly at SMA Muhammadiyah 3 Pedan, in accordance with the Ministry of
Education and Culture Regulation Number 14 of 2018, as amended by Permendikbud
Number 1 of 2021, and its effects on SMA Muhammadiyah 3 Pedan in Indonesia. The
objective of this study is to identify the factors contributing to the decline
in student enrollment at SMA Muhammadiyah 3 Pedan, as well as the efforts made
by both the school and the government to address these issues.
This research was conducted using a normative-empirical
method, with qualitative data analysis derived from both library research and
field research, and is presented in a descriptive manner.
The results of the study conclude that SMA
Muhammadiyah 3 Pedan has experienced a decline in student numbers from 2016 to
2024, with a sharp drop between 2018 and 2024, due to the impact of the school
zoning policy that was introduced in 2018 through the Ministry of Education and
Culture Regulation Number 14 of 2018, amended by Permendikbud Number 1 of 2021.
As a result of this decline, SMA Muhammadiyah 3 Pedan has made efforts to
increase its competitiveness as a private school. These efforts include
improving the quality of education, enhancing promotion and marketing
strategies, offering scholarship programs in collaboration with the government,
and engaging in effective communication with students' parents. In addition,
the government has also contributed to addressing these challenges by providing
financial support through the School Operational Assistance (BOSP) program for
private schools and the Indonesia Smart Program (PIP) for students from
underprivileged backgrounds.
