Konsistensi dan Dinamika: Menyoal Narasi DPR dalam Kebijakan Pemindahan Ibu Kota Negara Menggunakan Narrative Policy Framework

Kebijakan pemindahan Ibu Kota Negara (IKN) menjadi agenda strategis yang menuai perdebatan di kalangan masyarakat dan elite politik, tidak terkecuali di Dewan Perwakilan Rakyat (DPR). Sebagai lembaga legislatif, DPR seharusnya menjaga konsistensi narasi dan legitimasi kebijakan, namun perbedaan pandangan antar fraksi sering kali membuat narasi yang disampaikan tidak sejalan dengan keputusan yang telah diambil. Penelitian ini bertujuan untuk menganalisis bagaimana DPR menarasikan kebijakan IKN guna memperjelas posisi mereka terhadap kebijakan, apakah mendukung atau menolak. Menggunakan pendekatan Narrative Policy Framework (NPF), hasil penelitian menunjukkan jika narasi DPR dilakukan melalui berbagai strategi yang secara konsisten didominasi oleh angel-shift, containment, dan story of control. Ini menunjukkan jika posisi DPR sejatinya cenderung mendukung kebijakan. Strategi lain seperti penggunaan bukti dalam argumentasi, penggunaan istilah emotif (condensation symbol), dan pemanfaatan narasi dualistik turut ditemukan dalam narasi oleh DPR. Ini menandakan jika Penelitian ini tidak hanya berkontribusi dalam memperjelas posisi DPR akan kebijakan, tetapi turut andil dalam memperkayat studi terkait lembaga legislatif dalam tataran narasi kebijakan. 

The policy of relocating the capital city (IKN) has become a strategic agenda that has sparked debates among the public and political elites, including within the Indonesian House of Representatives (DPR). As a legislative body, the DPR is expected to maintain consistency in its narratives and the legitimacy of policies. However, differing views among factions often result in narratives that do not align with the decisions already made. This study aims to analyze how the DPR constructs narratives regarding the IKN policy to clarify its stance on the policy, whether it supports or opposes. Using the Narrative Policy Framework (NPF) approach, the findings reveal that the DPR’s narratives are constructed through various strategies, predominantly characterized by angel-shift, containment, and story of control. This indicates that the DPR’s position generally leans toward supporting the policy. Other strategies, such as the use of evidence in arguments, emotive terminology (condensation symbols), and dualistic narratives, were also identified in the DPR’s narratives. This study not only contributes to clarifying the DPR's stance on the policy but also enriches research on legislative institutions in the context of policy narratives.
