The design of Balanced Scorecard model at PT Telkom Indonesia, regional office (Kandatel) Denpasar in supporting its vision achievement

The study starts with the fact that the globalization has created enormous effects toward the way business players manage their businesses. The business environment has become turbulent and more competitive since there is a shift in customer paradigm that they will purchase any goods and services produced by a company only if the products have distinctive value for them. Telecommunication business is one of business sectors that experience the impact of globalization. Responding the global environment change, The Indonesian Government has announced deregulation on capital investment in several sectors that are opened to 100 % foreign ownership. Telecommunication sector is one of sectors that can be owned by 100 % foreign ownership. This policy, of course, will have a great impact on PT Telkom Indonesia because the company has monopolized the business for long time due to the regulation that restricts private ownership on this sector. To anticipate the situation, PT Telkom Indonesia, via Regiona l Office (Kandatel) Denpasar, has changed its vision from “To Become a Leading Infocom Company in the Region†to “To Become a Dominant Infocom Player in the Regionâ€. The new vision shows a strong commitment of PT Telkom Indonesia to always provide excellent services to its customers through Information and Communication services (Infocom). Then, the vision must be cascaded into operational terms that will enable PT Telkom Indonesia, Kandatel Denpasar to improve its work performance. To do this, Kandatel Denpasar needs a strategic performance measurement system. The use of Balanced Scorecard Framework introduced by Norton and Kaplan constitutes a strategic system that measuring financial and non- financial performance by accommodating short-term and long-term objectives, which is relevant as a solution in facing the new competition environment. Yet, it is not that easy to implement Balanced Scorecard since it requires the readiness of the internal management to consistently implement it. Therefore, the design of Balanced Scorecard Model in this internship will more emphasize on management system readiness, leadership behavior, and the development mutual commitment in achieving the vision. Finally, the application of Balanced Scorecard framework as a strategic management system requires the awareness of each personnel within the organization to think and analyze the future condition by integrating each personnel interests and organization goals that directs to goal congruence.
