Eksplorasi Faktor Penghambat Implementasi Sistem Informasi Pemerintahan Daerah (SIPD) dalam Pengelolaan Keuangan Daerah (Studi Kasus Pemerintah Kabupaten Kulon Progo)

Penelitian ini bertujuan untuk mengeksplorasi faktor penghambat implementasi Sistem Informasi Pemerintahan Daerah (SIPD) dalam pengelolaan keuangan daerah. Untuk mencapai tujuan tersebut, penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus dan strategi induktif. Teknik pengumpulan data dilakukan melalui teknik wawancara semi struktur kepada 10 narasumber dari lima Organisasi Perangkat Daerah (OPD) di Pemerintah Kabupaten Kulon Progo.
Hasil penelitian menunjukkan bahwa terdapat beberapa faktor penghambat yang memengaruhi implementasi SIPD, dengan infrastruktur teknologi sebagai faktor utama. Masalah infrastruktur teknologi ini mendorong faktor-faktor lain yang turut memengaruhi implementasi SIPD dalam pengelolaan keuangan daerah, yaitu dukungan teknis, kondisi sumber daya manusia (SDM), dan kebijakan pemerintah. Keempat faktor ini saling memengaruhi satu sama lain, yang pada akhirnya meningkatkan risiko kegagalan dalam implementasi SIPD.

This study aims to explore the barriers factors of the implementation of the regional government information system (SIPD) in regional financial management. To achieve the research objectives, the research uses a qualitative research method with a case study approach and inductive strategy. Data collection technical was conducted through semi-structured interviews with 10 informants from five regional apparatus organizations (OPD) in the Kulon Progo Government.
The result of the research show indicates that several barriers factors affect the implementation of SIPD, with technology infrastructure as primary factor. The issues related to technology infrastructure drive other factors that also influence the implementation of SIPD in regional financial management, namely technical support, human resource (HR) conditions, and government policies. These four factors interact with one another, ultimately increasing the risk of failure in the implementation of SIPD.
