Pelaksanaan Program COmmunity Development PT. Freeport Indonesia terhadap pembangunan masyarakat areal operasi penambangan di Kecamatan Tembagapura dan Mimika Baru Kabupaten Mimika Provinsi Papua

Penelitian ini bertujuan untuk mengetahui dan menganalisis dampak pelaksanaan program pembangunan Community Development terhadap kesejahteraan masyarakat di areal penambangan Kecamatan Tembagapura dan Mimika Baru periode bulan Juli 1996 Februari 2003. Secara khusus, penelitian ini bertujuan untuk membandingkan prasarana fisik perumahan dan umum, prasarana pendidikan, dan prasarana kesehatan antara sebelum dan sesudah ditangani oleh Community Development PT. Freeport Indonesia terhadap kesejahteraan masyarakat setempat. Objek penelitian adalah masyarakat Kabupaten Mimika, khususnya masyarakat lokal yang berada di sekitar lokasi penambangan PT. Freeport Indonesia, dengan periode pengamatan sejak awal berdirinya pada tahun 1967, hingga bulan Februari 2003 karena mempertimbangkan keterbatasan data. Sesuai dengan tujuannya, penelitian ini menggunakan alat analisis nilai rata-rata. Analisis ini dilakukan dengan membandingkan prasarana fisik perumahan dan umum, prasarana pendidikan, dan prasarana kesehatan antara sebelum dan sesudah ditangani oleh Community Development PT. Freeport Indonesia terhadap kesejahteraan masyarakat setempat. Metode penelitian yang digunakan adalah metode eksperimen yaitu metode yang meneliti kelompok yang sama diobservasi atau diselidiki pada waktu yang berlainan, yakni observasi tentang prasarana fisik perumahan dan umum, prasarana pendidikan, dan prasarana kesehatan antara sebelum dan sesudah ditangani oleh Commnunity Development PT. Freeport Indonesia terhadap kesejahteraan masyarakat setempat. Data yang digunakan dalam penelitian ini adalah data sekunder. Data sekunder adalah data yang diambil secara tidak langsung dari objek penelitian, antara lain, PT. Freeport Indonesia, dan Bappeda Timika. Metode yang digunakan dalam pengumpulan data adalah wawancara, observasi, dan dokumenter/catatan. Kesimpulan menunjukkan bahwa program Community Development PT. Freeport Indonesia cukup menyentuh masyarakat awam. Kondisi ini terlihat dari grafik yang dibuat berdasarkan data yang diperoleh mengalami peningkatan, artinya terdapat peningkatan prasarana fisik perumahan dan umum, prasarana pendidikan, dan prasarana kesehatan masyarakat di areal penambangan antara sebelum dan sesudah menerima bantuan dari C ommunity Development PT. Freeport Indonesia. Partisipasi masyarakat dalam pelaksanaan program Community Development PT. Freeport Indonesia sangat rendah karena PT. Freeport Indonesia tidak menstimulasi dan mendorong partisipasi masyarakat dalam identifikasi masalah, perencanaan, implementasi maupun evaluasi. Selain itu, pelaksanaan program C ormnunity Development PT. Freeport Indonesia tidak efektif karena tidak melakukan pendampingan dengan sungguh-sungguh, di mana tidak ada pemantuan (monitoring) secara intensif dan tidak ada evaluasi.

The research is purposed to know and to analyze the impact of the establishment of community development program towards the prosperity of society at the area of mining in Tembagapura district and Mimika Baru during the period of July 1996- February 2003. This research particularly aims at comparing physical facilities of housing and public facilities, education facilities and health facilities before and after they are organized by Community Development of Freeport Indonesia Limited towards the prosperity of local society. The object of this research is the society of Mimika regency, especially the local society living around the area of mining of Freeport Indonesia Limited within the observation period since it was build in 1967 until February 2003 due to the consideration of limited data. According to the purpose, the research using the average value as the tool of analysis. The analysis conducted by comparing the physically housing and public infrastructure, education facilities, and health facilities between pre and post management by The Community Development of PT. Freeport Indonesia towards the prosperity of local society. The method use in the research is an experiment method that is a method to observe the same group or to observe in the different time about the physically hausing and public infrastructure, education facilities, and health facilities between pre and post management by The Community Development of PT. Freeport Indonesia towards the prosperity of local society. The data used in this recearch is a secondary data. It is indirectly taken from the object of the research wich includes PT. Freeport, and Bappeda Timika. The method used in the collecting data procedures are interview, observation, and document. The result shows that the Community Development Program of PT. Freeport Indonesia fairly touched the common people. The improvement progress of the condition can be seen from the chart which made according to the data gained from the research. It means that there is an improvement of physically housing and public infrastructure, education facilities, and health facilities between pre and post constribution from The Community Development of PT. Freeport Indonesia. There is a small participation of the society in the implementation of The Community Development Program of PT. Freeport of Indonesia because PT. Freeport Indonesia does not give a stimulation and support the people to participate in the identification of the problem, planning, implementation or evaluation. Besides, the implementation of The Community Development Program of PT. Freeport Indonesia is not effective because it does not give a seriously guidance so that there is no monitoring activity and no evaluation.
