INTISARI

Kecamatan Samigaluh dan Girimulyo menjadi lahan terakhir dari komoditas Teh bukit Menoreh dan satu-satunya yang di miliki oleh Daerah Istimewa Yogyakarta, yang terdapat di kabupaten Kulonprogo. Penelitian ini bertujuan untuk mengetahui bagaimana dinamika proses pemberdayaan petani teh bukir Menoreh, mulai dari awal aktifnya pertanian teh hingga saat ini, bagaimana peran lokal Hero, juga untuk mengetahui bagaimana hambatan dan tantangan yang dilalui selama proses pemberdayaan. Penelitian berfokus pada petani teh Dusun Nglinggo, Kalurahan Pagerharjo, Kapanewon Samigaluh, Kabupaten Kulonprogo. Metode yang digunakan Kualitatif dengan pendekatan deskriftif, penentuan informan dilakukan melalui teknik purposive dan snowball. Keabsahan data dalam penelitian ini menggunakan teknik triangulasi. Adapun hasil dari penelitian dinamika proses pemberdayaan petani teh Bukit Menoreh ini diantaranya; kehidupan petani teh di awal proses pemberdayaan yang sangat sulit, harga teh petik basah yang sangat rendah, dualisme peran lokal hero, transparansi dan komunikasi yang kurang antar stakeholder juga petani, beberapa petani berhasil berdaya, mandiri dan menghasilkan produk secara mandiri dengan cara yang masih tradisionla maupun semi modern. Sebagian petani berhasil memasarkan produknya ke luar kota bahkan mancanegara. Krisis petani muda/usia produktif menjadi salah satu ancaman yang serius mengingat 90% petani teh berusia di atas 50 tahun dan adanya pengembangan kawasan wisata menjadi tantangan baru bagi para petani dan masyarakat lokal sekitar.

ABSTRACT

Samigaluh and Girimulyo sub-districts are the last remaining areas for Menoreh Hill tea cultivation in the Special Region of Yogyakarta, located in Kulon Progo Regency. This study aims to understand the dynamics of the empowerment process of Menoreh Hill tea farmers, from the beginning of tea cultivation to the present, the role of local heroes, and the challenges faced during the empowerment process. The research focuses on tea farmers in Nglinggo Hamlet, Pagerharjo Village, Samigaluh District, Kulon Progo Regency. A qualitative method with a descriptive approach was used, with informants determined through purposive and snowball sampling techniques. Data validity in this study used triangulation techniques. The results of this study on the dynamics of the empowerment process of Menoreh Hill tea farmers include: the very difficult lives of tea farmers at the beginning of the empowerment process, the very low price of fresh tea leaves, the dual role of local heroes, lack of transparency and communication among stakeholders and farmers, some farmers have succeeded in becoming independent and producing products independently in both traditional and semi-modern ways. Some farmers have succeeded in marketing their products outside the city and even abroad. The crisis of young/productive-age farmers is a serious threat considering that 90% of tea farmers are over 50 years old, and the development of tourist areas is a new challenge for farmers and local communities.
