DOMINASI PERUSAHAAN SMELTER TIONGKOK DAN RESISTENSI MASYARAKAT DESA: DAMPAK INDUSTRI HILIRISASI NIKEL TERHADAP PENGUASAAN SUMBER DAYA DI DESA BUNTA KABUPATEN MOROWALI UTARA

Penelitian ini mengkaji dominasi perusahaan smelter terhadap sumber daya lokal di Desa Bunta, Morowali Utara, dalam konteks program hilirisasi nikel kerja sama Indonesia-Tiongkok pada masa pemerintahan Joko Widodo. Kerja sama ini berkontribusi pada pertumbuhan ekonomi lokal dan nasional, tetapi juga menciptakan dominasi atas sumber daya masyarakat, yang memicu resistensi dari masyarakat desa. Penelitian ini mengeksplorasi bagaimana relasi kuasa, peran elit lokal, dan kebijakan pemerintah pusat berkontribusi dalam dominasi sumber daya lokal serta mengabaikan hakhak masyarakat desa. Penelitian ini bertujuan untuk memahami dinamika sosial ekonomi pada level lokal dalam kerangka kerja sama hilirisasi nikel di Desa Bunta. Maka dari itu untuk memenuhi tujuan penelitian, penelitian ini berusaha mendekati persoalan hilirisasi nikel menggunakan pendekatan relasi kuasa untuk mengamati dinamika dan pembentukan jaringan kekuasaan pada dimensi masyarakat. Penelitian ini menggunakan metode kualitatif dan pendekatan studi kasus, data dikumpulkan melalui observasi langsung, wawancara, dan data sekunder. Analisis dilakukan dengan teknik decoding untuk mengidentifikasi tema-tema utama dari diskusi masyarakat. Hasil penelitian menunjukkan bahwa kerja sama antara Indonesia dan Tiongkok memperkuat kelompok kapitalis, baik nasional maupun lokal, melalui dominasi perusahaan smelter. Tiga elemen utama; negara, ekonomi politik, dan jaringan elit lokal memungkinkan perusahaan melakukan kooptasi politik di tingkat lokal. Hal ini menyebabkan masyarakat terbelah antara kelompok yang menerima dan menolak perusahaan, serta resistensi dari sebagian masyarakat yang merasa hak mereka diabaikan. Namun, resistensi ini gagal membuahkan hasil karena kendali perusahaan yang kuat. Pendekatan koperasi ditawarkan sebagai solusi untuk meningkatkan status masyarakat desa dari objek menjadi subjek yang setara dengan perusahaan dan pemerintah pusat. 

This study examines the dominance of smelter companies over local resources in Bunta Village, North Morowali, within the context of the Indonesia-Tiongkok nickel down streaming program during the Joko Widodo administration. While this cooperation contributes to local and national economic growth, it also creates a dominance over community resources, leading to resistance from the villagers. This research explores how power relations, the role of local elites, and central government policies contribute to the dominance over local resources and the neglect of villagers' rights. The study aims to understand the socio-economic dynamics at the local level within the framework of the nickel down streaming partnership in Bunta Village. To achieve this objective, it adopts a power relations approach to analyze the dynamics and formation of power networks within the community dimension. Using a qualitative methodology and case study approach, data were collected through direct observation, interviews, and secondary sources. Analysis was conducted using decoding techniques to identify key themes from community discussions. The findings reveal that the Indonesia-Tiongkok partnership strengthens both national and local capitalist groups through the dominance of smelter companies. Three main elements; the state, political economy, and local elite networks enable companies to carry out political co-optation at the local level. This has caused divisions within the community between groups that support and oppose the companies, as well as resistance from some community members who feel their rights have been disregarded. However, this resistance has been largely ineffective due to the strong control exerted by the companies. A cooperative approach is proposed as a solution to elevate the status of villagers from passive objects to active subjects, on equal footing with the companies and central government.
