Kemelut sampah merupakan isu prioritas di Kota Yogyakarta. Terlebih semenjak penutupan TPA Piyungan dan kebijakan desentralisasi pengelolaan sampah DIY diberlakukan, telah memicu peningkatan kompleksitas kemelut sampah di Kota Yogyakarta. Berdasarkan fenomena tersebut, penelitian ini berupaya mengonstruksi kompleksitas yang terjadi dengan menggunakan perspektif ekologi komunikasi yang dikemukakan oleh Niklas Luhmann melalui pendekatan sibernetika. Penelitian ini akan mengeksplorasi pemaknaan dan strategi aktif sebagai respons Pemerintah Kota Yogyakarta yang direpresentasikan oleh DLH Kota Yogyakarta terhadap kemelut sampah yang terjadi. Harapannya, hasil dari penelitian ini dapat dijadikan sebagai bahan evaluasi dan referensi penyusunan alternatif solusi pemecahan masalah terkait dengan kemelut sampah khususnya di Kota Yogyakarta. Penelitian ini menggunakan metode studi kasus Sharan B. Merriam dengan pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil dari penelitian ini menyatakan bahwa adanya variasi makna yang mendorong ego sektoral di lingkunga DLH Kota Yogyakarta terkait kemelut sampah. Keterbatasan lahan, perubahan kondisi, serta kondisi masyarakat dianggap sebagai permasalahan utama dalam kemelut ini. Dalam menangani kemelut sampah ini, DLH Kota Yogyakarta cenderung kaku dan belum berdiferensiasi dengan kondisi masyarakat yang kompleks secara maksimal.
The waste crisis is a priority issue in the city of Yogyakarta. Especially since the closure of the Piyungan TPA and the implementation of the DIY waste management decentralization policy, it has triggered an increase in the complexity of the waste crisis in the city of Yogyakarta. Based on this phenomenon, this study attempts to construct the complexity that occurs using the perspective of communication ecology proposed by Niklas Luhmann through a cybernetic approach. This study will explore the meaning and active strategies as a response of the Yogyakarta City Government represented by the Yogyakarta City Environmental Agency to the waste crisis that occurs. The results of this study can be used as evaluation material and references for compiling alternative solutions to problems related to the waste crisis, especially in the city of Yogyakarta. This study uses the Sharan B. Merriam case study method with data collection through interviews, observations, and documentation. The results of this research state that there are variations in meaning that encourage sectoral egos in the Yogyakarta City DLH environment regarding the waste crisis. Limited land, changing conditions and the condition of society are considered the main problems in this crisis. In dealing with this waste crisis, Yogyakarta City DLH tends to be rigid and has not differentiated itself from the complex conditions of society to the maximum.
