Kontribusi subsektor unggulan terhadap PDRB Kabupaten Kotawaringin Barat, Lamandau dan Sukamara

Penelitian ini bertujuan selain untuk menganalisis kontribusi sektor/subsektor terhadap PDRB juga untuk mengidentifikasi sektor/subsektor unggulan sebelum dan setelah pemekaran Kabupaten Kotawaringin Barat. Alat analisis yang digunakan adalah Location Quotient, Model Rasio Pertumbuhan (MRP),, Overlay dan Shift- Share. Data yang digunakan adalah PDRB Atas Dasar Harga Konstan (ADHK) 1993. Kabupaten Kotawaringin Barat sebelum dimekarkan dianalisis dengan menggunakan PDRB tahun 1997-2001, sedangkan masing-masing kabupaten setelah pemekaran, dianalisis dengan menggunakan PDRB tahun 2001-2003. Kabupaten Kotawaringin Barat sebelum dimekarkan (1997-2001), sektor yang menjadi unggulan adalah Kegiatan Sektor Tersier terutama Sektor Keuangan, Persewaan dan Jasa Perusahaan, sedangkan Subsektornya adalah Subsektor Peternakan, dan Subsektor Angkutan Jalan Raya. Setelah Kabupaten Kotawaringin Barat dimekarkan (2001-2003), sektor yang menjadi unggulan di Kabupaten Kotawaringin Barat adalah Kegiatan Sektor Sekunder, terutama Sektor Industri Pengolahan Subsektor Industri tanpa Migas, dan Kegiatan Tersier, terutama pada Sektor Keuangan, Persewaan dan Jasa Perusahaan. Kabupaten Lamandau sektor unggulannya adalah Kegiatan Sektor Primer terutama pada Sektor Pertanian Subsektor Perkebunan, Kegiatan Sektor Tersier terutama pada Sektor Perdagangan Hotel dan Restoran Subsektor Perdagangan Besar dan Eceran dan Sektor Keuangan Persewaan dan Jasa Perusahaan subsektor Sewa Bangunan, sedangkan Kabupaten Sukamara sektor unggulannuya adalah Kegiatan Primer terutama pada Sektor Pertanian. Sektor/subsektor yang mempunyai kontribusi dominan terhadap PDRB di Kabupaten Kotawaringin Barat adalah relatif sama dibandingkan dengan sebelum pemekaran Kabupaten Kotawaringin Barat, yaitu Sektor Pertanian sebesar 32,06%, Sektor Industri Pengolahan sebesar 22,98%, Sektor Perdagangan Hotel dan Restoran sebesar 17,99% dan Sektor Pengangkutan dan Komunikasi sebesar 12,48%. Subsektor Kehutanan dalam Sektor Pertanian mengalami penurunan kontribusi terhadap PDRB dari 20,40% turun menjadi 12,76% di sisi lain Subsektor Perkebunan mengalami kenaikan dari 9,25% menjadi 13,29%. Selanjutnya, di Kabupaten Lamandau terdapat dua sektor yang sama dengan Kabupaten Kotawaringin Barat sebelum pemekaran sebagai kontributor terbesar terhadap PDRB, yaitu Sektor Pertanian (62,51%) dan Sektor Perdagangan Hotel dan Restoran (19,65%)..Khusus untuk kontribusi Sektor Pertanian terjadi kenaikan yang cukup signifikan dari 37,35% menjadi 62,15%.yang antara lain disebabkan kenaikan kontribusi Subsektor kehutanan dari 20,40% menjadi 37,05%. Begitu juga Kabupten Sukamara, sektor yang mempunyai kontribusi terbesar terhadap PDRB di Kabupaten Sukamara relatif sama dengan Kabupaten Lamandau yakni Sektor Pertanian sebesar 61,62% dan Sektor Perdagangan Hotel dan Restoran sebesar 19,31%. Dibandingkan dengan sebelum pemekaran terjadi peningkatan kontribusi terhadap PDRB yang sangat besar di sektor Pertanian dari 37,35% menjadi 62,15% yang antara lain disebabkan kenaikan kontribusi Subsektor Perkebunan dari 9,25% menjadi sebesar 21,96%.

This research endeavors to analyze sector/sub-sector contribution to PDRB as well as to identify the leading sector/sub-sector before and after the development of the Regency of West Kotawaringin. It uses Location Quotient, the Growth Ratio Model, Overlay and Shift Share. The data used is PDRB Atas Dasar Harga Konstan (equivalent to Based on the Constant Price) 1993. The PDRB of 1997-2001 was used to analyze the Regency of West Kotawaringin before the development; whereas the PDRB of 2001-2003 was adopted to analyze each regency after the development. The leading sector before the Regency of West Kotawaringin was developed (1997-2001) was the tertiary sector, especially the sector of Finance, Rental, Company Service; whereas the sub-sectors include the sub-sector of husbandry, and the sub-sector of highway Transportation. After the Regency of Kotawarigin was developed (2001-2003), the favorite sector in the Regency of West Kotawaringin is the activity of secondary sector, especially the sector of industry of cultivation, the sub-sector of Industry of no gasoline; and the tertiary activity, especially in the sector of finance, rental, and company service. In the Regency of Lamandau, the favorite sector is the activity of the prime sector in the sector of Agriculture in the sub-sector of Plantation; the activity of tertiary sector, especially in the of trade of hotel and restaurant, sub-sector of Trade of big party and retail and the sector of finance, rental, and company service of the sub sector of leasing; While the Regency of Sukamara can be categorized the primary activity, especially in the sector of agriculture. Sectors/sub-sectors having dominant contribution to PDRB in the Regency of West Kotawaringin are the same sectors giving contribution to PDRB prior to the development of the Regency of West Kotawaringin, which include the Sector of Agriculture 32.48 %, the Sector of Cultivation Industry 22.98 %, the Sector of Trade, Hotel, and Restaurant 17.99 %, and the Sector of Transportation and Communication 12.48 %. There was a drop of contribution in the Sub-sector of Forestry under the Sector of Agriculture, from 10.40 % to 12.76 %; On the contrary, the was an increase from 9.25 % to 13.29 % in the Sub-sector of Plantation. In another regency, namely the Regency of Lamandau, there are two sectors giving similar contribution to PDRB prior to the development, namely the Sector of Agriculture (62.51 %) and the Sector of Trade, Hotel, and Restaurant (19.65 %). There was a significant increase on the contribution given by the Sector of Agriculture, namely from 37.35 % to 62.15 %. This is because there has been an increasing contribution from the Sub-sector of Forestry from 20.40 % to 37.05 %. It also holds true to the Regency of Sukamana. The sectors having the highest contribution to PDRB are just like in the Regency of Lamandau, namely the Sector of Agriculture 61.62 % and the Sector of Trade, Hotel, and Restaurant as much as 19.31 %. Compared to the one before the development, there has been a high increase on the contribution to PDRB from the Sector of Agriculture, namely from 37.35 % to 62.15 %. This is caused by the increasing contribution in the sub-sector of Plantation from 9.25 % to 21.96 %.
