ini mengkaji dan menganalisis niat transparansi algoritma sistem informasi
publik oleh Pemerintah Indonesia untuk mengumpulkan pendapatan negara, baik
pajak maupun non-pajak, membelanjakan anggaran negara, dan menyediakan layanan
publik yang berkualitas. Selain itu, penelitian ini mengidentifikasi hambatan yang
mempengaruhi keberanian Pemerintah Indonesia untuk secara transparan
mengungkapkan algoritma sistem informasi publik, antara lain intervensi politis,
teknologi informasi dan komunikasi, serta ketidakpastian regulasi.
This study searches and analyses intentions for transparent public information systems (PIS) algorithms used by the Government of Indonesia (GoI) to collect state tax and non-tax revenues, to spend state expenditures, and to provide quality public services. Moreover, it identifies constraints hindering GoI’s courage to disclose PIS’s algorithms transparently through political interference, information and communication technology (ICT) capacities, and regulatory uncertainty. This research uses an interpretively critical analysis, conducting in-depth interviews with participants having authorisations and functions in managing PIS. In addition, it angulates this study’s critical perspective by employing a paralysis investigation. This study finds that GoI conducts a paralysis to courageously disclose PIS algorithms’ transparency, which is determined by unstandardised first for framework and connection method, unintegrated political mission on developing pis applications, ICT capacities, and regulatory uncertainties. Second, GoI PIS’s management conducts paralysis without transparent decision-making when disclosing PIS’s algorithms. Moreover, GoI probably evades high social disbelief and rejection of PIS’s processes, decision precision and risk uncertainty when transparently disclosed algorithms. This research presents the novelties of low motive algorithm transparency. It first argues that governments in emerging countries like Indonesia suffered from the absence standardised first for framework and connection method and integrated political mission on developing pis applications. Second, GoI’s PIS has low ICT capacities in connectivity, monolith platforms, outdated programming engines and subpar ICT strategies. Consequently, these deficiencies contribute to the lack of transparency in PIS algorithms. Third, most emerging countries control their business processes with regulations’ low determinative systems and procedures, representing high risks.
