Potensi retribusi pasar di Kabupaten Rokan Hilir Provinsi Riau

Penelitian ini bertujuan untuk menganalisis efisiensi dan efektivitas retribusi pasar dari tahun 2001 sampai dengan tahun 2003, serta menghitung potensi pasar dari tahun 2002 sampai dengan 2004. Penelitian ini dilakukan karena target retribusi pasar di tahun 2001, 2002 dan 2003 tidak tercapai. Penerimaan dari retribusi pasar ditargetkan dapat memberikan kontribusi 10,46% (2001), 17,29% (2002) dan 5,81% (2003) dari target pendapatan retribusi daerah. Tetapi realisasinya hanya tercapai sebesar 0,52% (2001), 5,06% (2002) dan 4,49 % (2003). Hasil penelitian menunjukkan: tingkat efisiensi retribusi pasar adalah sebesar 2316,11 (2001), 149,14% (2002), dan 399,94% (2003) dengan rata-rata sebesar 955,06%. Tingkat efektivitas retribusi pasar adalah sebesar 3,75% (2001), 21,01% (2002), dan 42,95% (2003) dengan rata-rata 22,57%. Hasil perhitungan potensi retribusi pasar dalam tiga tahun adalah sebesar Rp629.012.000, (2002), Rp834.004.000 (2003) dan Rp1.221.016.000,- (2004). Untuk meningkatkan penerimaan retribusi pasar dalam penelitian ini menyarankan Dinas Pasar untuk melakukan pendataan yang akurat terhadap potensi pemungutan retribusi masing- masing pasar, selanjutnya membuat klasifikasi pasar berdasarkan efisiensi pengelolaan dana retribusi. Selain itu penelitian ini menyarankan kepada Pemerintah Daerah Rokan Hilir untuk membuat Peraturan Daerah tentang retribusi pelayanan pasar yang berisi tentang klasifikasi pasar berdasarkan fasilitas pasar dan penyesuaian tarif.

This research attemps to analyze the efficiency and the effectiveness rate of the market retribution in the Rokan Hilir Regency from 2001 to 2003. In addition this research also calculates the market potency from 2002 to 2004. This research was done because the target of the market retribution in 2001, 2002 and 2003 could not be achieved. The revenue from the market retribution was supposed to contribute 10.46% (2001), 17.29% (2002) and 5.81% (2003) from the target of the regional revenue. However, the realization that could be achieved was only 0.52% (2001), 5.06% (2002) and 4.49% (2003). The result of this research indicate that the efficiency rate of the market retribution in Rokan Hilir was 2316.11% (2001), 149.14% (2002) and 399.94% (2003), with the average of 955.06%. The effectiveness rate of the market retribution was 3.75% (2001), 21.01% (2002) and 42.95% (2003 with the average of 22.57%. The potency of the market retribution in last three years was Rp 629,012,000 (2002), Rp834,004,000 (2003) and Rp1,221,016,000 (2004). To increase the revenue from the market retribution the researcher suggests that The Market Board of Rokan Hilir should have an accurate data system of the potency of the retribution collection of each market. Then, the Market Board should also arrange the market classification based on the efficiency of retribution management. In addition, the researcher also suggests that the regional law of the market retribution which contains the market classification based on the market facilities and tariff adjustment.
