Peran Tri Hita Karana dalam Perkembangan Smart City di Kota Denpasar Tahun 2016-2023

Kota Denpasar sebagai kota besar memiliki permasalahan kompleks yang memerlukan solusi inovatif dan berkelanjutan. Untuk mengatasi hal tersebut, sejak tahun 2016, Kota Denpasar telah mengimplementasikan konsep smart city dengan mengintegrasikan teknologi informasi serta kearifan lokal Tri Hita Karana sebagai landasannya. Pada tahun 2018, Kota Denpasar terpilih sebagai salah satu kota yang menerapkan Gerakan 100 Smart City yang dicanangkan Kementerian Komunikasi dan Informasi Republik Indonesia, dan pada tahun 2019, Kota Denpasar berhasil meraih penghargaan sebagai kota cerdas terbaik.

Penelitian ini bertujuan untuk mendeskripsikan tahapan perkembanggan smart city di Kota Denpasar, mengidentifikasi faktor-faktor yang mempengaruhi tahapan tersebut serta mendeskripsikan peran Tri Hita Karana dalam perkembangan smart city. Metode yang dipakai adalah studi kasus dengan pendekatan kualitatif. Hasil penelitian menunjukkan tahapan perkembangan smart city di Kota Denpasar terdiri dari Tahap Persiapan, Perencanaan, Implementasi, Tanggap Darurat Covid-19 serta Implementasi (Lanjutan) dan Pengembangan Inovasi. Tahapan perkembangan smart city dipengaruhi oleh faktor sebelas internal, tujuh faktor eksternal dan dua faktor fundamental. Faktor fundamental berupa kearifan lokal dalam wujud Tri Hita Karana yang dijadikan sebagai dasar pembangunan smart city dan motto “Sewaka Dharma”. Peran Tri Hita Karana dalam perkembangan smart city di Kota Denpasar masih sebatas sebagai acuan pada tahap persiapan dan tahap perencanaan. Penerapan nilai-nilai Tri Hita Karana mulai terlihat pada tahap implementasi dan tahap-tahap selanjutnya, meskipun masih terbatas dan lebih banyak diadopsi dalam dimensi pawongan dan palemahan. Smart city di Kota Denpasar mengarah kepada people-smart sustainable city yang bertujuan mewujudkan kebutuhan masyarakat secara berkelanjutan.

Denpasar City as a big city has complex problems that require innovative and sustainable solutions. To overcome this, since 2016, the City of Denpasar has implemented the smart city concept by integrating information technology and the local wisdom of Tri Hita Karana as its foundation. In 2018, Denpasar City was selected as one of the cities implementing the 100 Smart City Movement launched by the Ministry of Communication and Information of the Republic of Indonesia, and in 2019, Denpasar City succeeded in winning the award as the best smart city.

This research aims to describe the stages of smart city development in Denpasar City, identify the factors that influence these stages and describe the role of Tri Hita Karana in smart city development. The method used is a case study with a qualitative approach. The research results show that the stages of smart city development in Denpasar City consist of the Preparation, Planning, Implementation, Covid-19 Emergency Response and Implementation (Continued) and Innovation Development Stages. The stages of smart city development are influenced by eleven internal factors, seven external factors and two fundamental factors. The fundamental factor is local wisdom in the form of Tri Hita Karana which is used as the basis for smart city development and the motto "Sewaka Dharma". The role of Tri Hita Karana in the development of smart city in Denpasar City is still limited as a reference in the preparation and planning stages. The application of Tri Hita Karana values begins to be seen in the implementation stage and subsequent stages, although it is still limited and more adopted in the pawongan and palemahan dimensions. Smart city in Denpasar City is heading towards a people-smart sustainable city that aims to realize the needs of the community in a sustainable manner.
