Efisiensi pelayanan izin pada bagian pelayanan izin terpadu (PIT) Sekretariat Kabupaten Simalungun

Perubahan mendasar pada pelayanan publik yang lebih menekankan pada pelanggan atau disebut dengan “customers”, sedangkan sebelumnya disebut sebagai client tentunya terdapat perbedaan tujuan pelayanan tesebut. Kalau pelanggan disebut client maka pelanggan tersebut lebih bersifat penunggu layanan yang diberikan oleh para pelayan publik tersebut. Sedangkan kalau customers, para pelanggan tersebut lebih diutamakan akan kebutuhannya. Perubahan tersebut juga diikuti dengan penyebutan pelanggan atau warga disebut “citizens”, maksudnya bahwa para pelanggan tersebut lebih memiliki hak dan lebih diutamakan dalam penentuan standar maupun prosedur pelayanan yang dibutuhkan. Untuk itu didalam penelitian ini dilakukan bagaimana pelayanan publik tersebut memiliki kinerja pelayanan yang baik. Salah satu aspek kinerja pelayanan yang diteliti dan dibahas adalah faktor efisiensi pelayanan izin yang dilakukan oleh Bagian Pelayanan Izin Terpadu (PIT) Sekretariat Kabupaten Simalungun. Didalam efisiensi pelayanan tersebut terkandung makna efisien waktu dan biaya pelayanan izin yang dilakukan oleh Bagian Pelayanan Izin Terpadu (PIT). Demikian juga aspek lainnya yaitu faktor-faktor yang mempengaruhi terhadap tercapainya efisiensi pelayanan izin tersebut. Dari hasil penelitian yang penulis lakukan dengan cara metode penelitian wawancara, observasi dan dokumenter, maka hasil analisis sampai pada kesimpulan dimana menunjukkan bahwa pelayanan perizinan yang dilakukan oleh Bagian Pelayanan Izin Terpadu (PIT) Sekretariat Kabupaten Simalungun dikatakan kurang efisien terhadap pelayanan izin yang dilakukan. Hal ini diakibatkan Pada kewenangan yang ada pada Bagian Pelayanan Izin Terpadu (PIT) terlihat lemah, ini terlihat dari dukungan dari atasan, sejajar maupun bawahan yang ada masih kurang jelas. Untuk itu perlu kiranya penetapan pelayanan satu atap yang semuanya diurusi dan diselesaikan oleh satu kantor yang memiliki kewenangan penuh sebagaimana adanya pelimpahan wewenang yang ada pada dirinya.

A basic change in public service, which is more emphasizing on customers, while it is previously called clients, certainly has different services. If customers are called clients, then they wait for service given by the public servants. In terms of customers, they are prioritized for their needs. The change is also followed by mention of customers or citizens, it means that the customers have more rights and more prioritized in determining standards or procedures of needed services. Therefore, in this study, I have question on how the public service has a good service performance. One aspect of studied and discussed service performance is factor of service efficiency for license given by the department of integrated service (PIT) of secretariat in Simalungun regency. Efficiency of the service has efficiency of time and cost for licensing service given by the department of integrated service (PIT). Also, other aspects are factors which affect achievement of the licensing service efficiency. From the results of study which was done by interview, observation and documenting, then the results of analysis and conclusion that indicated that the licensing service given by the department of integrated licensing service (PIT) of secretariat in Simalungun regency is less efficient for the given licensing service. It was caused by the existing power in the department of integrated licensing service (PIT) which was weak, it could be seen from the support of existing superior, the same position, or the employees that are less clear. Therefore, in creation of efficient licensing service in Simalungun regency, the presence of establishment for licensing service in the same institution, where everything is managed by one office which has properfull power as power transfer in them.
