Strategi Evidence Based Advocacy dalam Perlindungan Terhadap Perempuan dan Anak Korban Kekerasan (Studi Kasus Pusat Pelayanan Terpadu Perempuan dan Anak Korban Kekerasan “Rekso Dyah Utami”)

Urgensi untuk memenuhi hak perempuan dan anak korban kekerasan dalam mendapatkan perlindungan kini telah menjadi fokus utama dari para lembaga pemberi layanan sosial yang memiliki concern terhadap perempuan dan anak, salah satu dari lembaga tersebut adalah P2TPAKK “Rekso Dyah Utami”. Karena itu, tujuan dari penelitian ini adalah untuk mengkaji keberhasilan dari penerapan strategi Evidence Based Advocacy yang dilakukan oleh P2TPAKK “Rekso Dyah Utami” dalam memberikan perlindungan terhadap perempuan dan anak korban kekerasan di wilayah DIY. Di samping itu, penelitian ini juga dilakukan untuk mengidentifikasi beberapa faktor yang memengaruhi keberhasilan dari penerapan strategi Evidence Based Advocacy oleh P2TPAKK “Rekso Dyah Utami”. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Pengumpulan data dilakukan melalui wawancara, observasi, dan studi literatur. Penelitian ini menunjukkan bahwa praktik perlindungan perempuan dan anak korban kekerasan di DIY oleh P2TPAKK “Rekso Dyah Utami” dilakukan dengan menerapkan tiga level strategi advokasi oleh Dubois & Miley yakni strategi advokasi level mikro, mezzo, dan makro. Dalam implementasinya, strategi advokasi level mikro dan mezzo menjadi strategi advokasi yang paling dominan digunakan oleh P2TPAKK “Rekso Dyah Utami” hingga saat ini. Sedangkan strategi advokasi level makro bisa dianggap sebagai strategi advokasi yang implementasinya belum bisa berjalan dengan optimal. Hal ini disebabkan karena P2TPAKK “Rekso Dyah Utami” tidak maksimal dalam memanfaatkan media sharing networks miliknya sebagai sarana menyebarkan informasi kepada publik. Terdapat tiga faktor yang mempengaruhi keberhasilan penerapan strategi Evidence Based Advocacy oleh P2TPAKK “Rekso Dyah Utami” menurut Leslie Crutchfield & Heather McLeod-Grant yakni rekam jejak lembaga, anggaran advokasi, dan keterlibatan sekutu. Meskipun telah menerapkan ketiga level advokasi oleh Dubois & Miley pada strategi advokasinya, namun pelaksanaan kegiatan advokasi oleh P2TPAKK “Rekso Dyah Utami” belum sepenuhnya berjalan dengan optimal. Terdapat beberapa hambatan yang menjadi penyebab belum optimalnya proses advokasi oleh P2TPAKK “Rekso Dyah Utami”, antara lain: (a) Pemahaman masyarakat yang belum ramah gender; (b) Tidak adanya kebijakan yang secara khusus mengatur tentang jaminan keberlangsungan hidup korban kekerasan; (c) Keterbatasan SDM; (d) Kendala kemampuan berbahasa isyarat konselor; (e) P2TPAKK “Rekso Dyah Utami” tidak maksimal dalam menggunakan media sharing network; (f) Adanya misspending anggaran. Dari hasil penelitian ini penulis memberikan beberapa rekomendasi, antara lain: (a) Pemerintah membuat program sekolah gender; (b) Membuat kebijakan yang secara khusus mengatur tentang jaminan keberlangsungan hidup korban kekerasan; (c) P2TPAKK “Rekso Dyah Utami” menambah tenaga kerja baru yang sesuai dengan kebutuhan dan kompetensi; (d) Memberikan pelatihan berbahasa isyarat bagi konselor; (e) P2TPAKK “Rekso Dyah Utami” membentuk sebuah divisi yang secara khusus menangani media sosial; (f) Memperbaiki manajemen DAK.

The urgency to fulfill the rights of women and children who are victims of violence in obtaining protection has now become the primary focus for social service institution that have concern about women and children, one of these institutions is P2TPAKK “Rekso Dyah Utami”. Therefore, the purpose of this study is to examine the success of the implementation Evidence Based Advocacy strategy carried out by P2TPAKK "Rekso Dyah Utami" in providing protection for women and children who are victims of violence in the DIY region. This research was also conducted to identify several factors that influence the success of the implementation Evidence Based Advocacy strategy by P2TPAKK “Rekso Dyah Utami”. This research uses a qualitative method with a case study approach. Data collection was conducted through interviews, observations, and literature studies. The research shows that the practice of protecting women and children victims of violence in DIY by P2TPAKK “Rekso Dyah Utami” is carried out by implementing three levels of advocacy strategies by Dubois & Miley, which are micro, mezzo, and macro level advocacy strategies. In practice, the micro and mezzo level advocacy strategies are the most dominant advocacy strategies used by P2TPAKK “Rekso Dyah Utami” to this date. Meanwhile, the macro level advocacy strategies can be considered as advocacy strategies whose implementation has not been able to run optimally. This can be seen from the inability of P2TPAKK “Rekso Dyah Utami” to utilize media sharing networks to disseminating information for the public related to gender and violence issues. There are three factors that influence the success of the Evidence Based Advocacy strategy implemented by P2TPAKK “Rekso Dyah Utami” according to Leslie Crutchfield & Heather McLeod-Grant, which are the institution's track record, advocacy budget, and ally involvement. Even though the three levels of advocacy by Dubois & Miley have been applied in its advocacy strategy, the implementation of advocacy activities by P2TPAKK “Rekso Dyah Utami” has not yet been able to run optimally. There are several obstacles that cause the advocacy process by P2TPAKK “Rekso Dyah Utami” cannot be run optimally, such as: (a) Public understanding that is not yet gender friendly; (b) There are no policies that specifically regulate the guarantee of survival victims of violence; (c) Limited human resources; (d) Constraints on counselors sign language skills; (e) P2TPAKK “Rekso Dyah Utami” is not optimal in using the media sharing network; (f) There is budget misspending. Based on the findings of this research the author provides several recommendations, such as: (a) The government needs to make a gender school programs; (b) Make policies that specifically regulate the guarantee of survival victims of violence; (c) P2TPAKK “Rekso Dyah Utami” needs to add new workers who are in accordance with the needs and competencies; (d) Provide sign language training for P2TPAKK “Rekso Dyah Utami” counselors; (e) P2TPAKK “Rekso Dyah Utami” forming a division that specifically handles social media; (f) Improving DAK fund management.
