Unravelling the Path of a Dwindling Policy Advocacy: Examining the Causes Behind Gejayan Memanggil II's Decline

This research examines the decline of the Gejayan Memanggil II movement, a follow-up to the original Gejayan Memanggil protest against the controversial Omnibus Law in Yogyakarta, Indonesia. While the movement initially gained momentum, its second iteration struggled to maintain public interest and influence. This investigation looks into the internal and external conditions contributing to this outcome. Internally, the movement faced strategic, organisational, and resource challenges. The lack of innovative strategies to maintain engagement and internal disagreements over protest tactics weakened unity among participants, making it difficult to sustain momentum and achieve their goals. Externally, the state's repressive stance, the alignment of university officials with government interests, and negative media portrayals further weakened the movement. Additionally, changes in the social and economic landscape, driven by the Kampus Merdeka program and the COVID-19 pandemic, fragmented student communities and reduced participation. By comparing this movement to student-led protests in Chile and the UK, the research highlights the importance of political context, resource mobilisation, and strategic planning in shaping the trajectory of social movements. The findings provide theoretical insights into advocacy dynamics and practical lessons for future movements.
