Dalam rangka mencapai tujuan pembangunan daerah Propinsi Jawa Timur memberikan kebijakan program pemberdayaan masyarakat melalui program Gerdutaskin yang diharapkan nantinya bisa mengurangi angka kemiskinan dan pengangguran di pedesaan dan dibutuhkan suatu organisasi publik/ kelompok Kerja Teknis (Pokjanis) Kecamatan, yang akan mmenangani permasalah bersama dengan masyarakat, seperti pendidikan, pengetahuan, masyarakat untuk memperhatikan fasilitas lingkungan, baik dari segi kesehatan maupun manusianya itu sendiri. Salah satu tolok ukur untuk mengetahui berhasil tidaknya tujuan program Gerdutaskin adalah dengan melakukan evaluasi secara periodik terhadap Kinerja Pokjanis Kecamatan oleh lembaga yang berwenang, stakehouders, termasuk masyarakat pelaksana program. Berdasarkan latar belakang tersebut, maka penelitian ini dilakukan dengan tujuan: 1). Mengetahui dan mendeskripsikan Kinerja Pokjanis Kecamatan Jatikalen Kabupaten Nganjuk Propinsi Jawa Timur, dilihat dari aspek tugas dan tanggungjawabnya, yaitu (i). Pengusulan calon penerima bantuan, (ii). Sosialisasi, (iii). Membantu pelaksanaan pencairan dana bantuan, (iv). Bimbingan Teknis dan (v). Penyusunan laporan. 2). Mengidentifikasikan faktor-faktor yang mempengaruhi Kinerja Pokjanis Kecamatan. Selanjutnya teori yang digunakan dalam penelitian ini adalah teori-teori yang berkaitan dengan faktor-faktor yang mempengaruhi Kinerja Pokjanis Kecamatan yaitu: Isi kebijakan program, organisasi pelaksana program, Koordinasi dan Komunikasi. Penelitian ini mempergunakan metode diskriptif kualitatif untuk mendskrisikan keadaan subyek/obyek penelitian, berdasarkan fakta-fakta lapangan. Teknik pengumpulan data dilakukan melalui observasi, wawancara mendalam (indepth inteview) dan dokumentasi. Hasil penenelitian menunjukan Kinerja Pokjanis termasuk dalam kategori kurang optimal. Dalam penelitian ini ditemukan berbagai kelemahan-kelemahan dalam pelaksanaan tugas dan tanggungjawabnya seperti : 1). Kinerja Pokjanis kurang responsif dalam pengusulan calon penerima bantuan, 2). Masyarakat tidak menerima sosialisasi program sepenuhnya, 3). Masayarakat seharusnya mendapatkan informasi tentang pencairan dana bantuan ini ditangani malah oleh Unit Pengelola Keuangan (UPK) yang menginformasikan dana, 4). Pokjanis yang seharusnya memberikan bimbingan teknis dalam pelaksanaan program secara rutin malah kerang partisipasi dalam pelaksanaan program. 5). Pokjanis dalam melakukan pelaporan kurang proposional karena dilakukan tidak melihat langsung kelokasi kegiatan program, 6). Isu Kebijakan Program Gerdutaskin dengan melihat dari tujuan program, Penetapan lokasi dan sasaran program dan Ketentuan pelaksanaan program dilihat dari kebijakannya sudah baik untuk mengurangi angka kemiskinan dan penganguran tetapi tinggal yang melaksanakan apa betul-betul tahu tujuan dan mau melaksanakannya, serta dengan kondisi wilayah yang berbeda-beda program belum tentu cocok untuk kondisi wilayah yang lain. Dengan ketentuan pelaksanaan program masih banyak yang menyimpang dengan tujuan program. 7). Mengenai Koordinasi dan Komunikasi yang dilakukan antar anggota Pokjanis maupun dengan masyarakat masih kurang, sehingga menyebabkan pelaksanaan program Gerdutaskin kurang berjalan secara efisien dan efektif. Sebagai bentuk rekomendasi guna meminimalisir terjadinya overlaping tugas dan tanggungjawab dari anggota Pokjanis, maka untuk pelaksanaan program tahun berikutnya Pokjanis Kecamatan tidak perlu dibentuk lagi dan biaya operasional pelaksana lebih baik dibantukan untuk (Rumah Tangga Miskin) RTM yang belum mendapatkan bantuan. Dengan demikian UPK dan Tokoh masyarakatlah yang berperan sehingga perlu memperhatikan hal sekecil-kecilnya yang sekiranya menjadi hambatan bagi masyarakat sehingga untuk kelancaran program berikutnya bisa dilaksanakan semaksimal mungkin

In attempting to reach the developing target of region, the Province of East Java gave the policy in the program of people’s effort through the one of Gerdutaskin expected to be able to deerease the proverty rate and the unemployment in the rural area, it was needed a public organization/the technical work group of subdistrict which would handle the problem along with the people such as education, knowlenge, and people who took care of the evironmental facility, from both side of health or is own man. One of the standards to find out the success or not on the program target of Gerdutaskin was by performing the evaluation periodically to ward the performance of the technical work group in the subdistrict by the authorizing institution, the stakeholders, including the people who performed the program. Based on the background, so that this research was performed in the target to : 1) find out and describe the performance of the group in the subdistrict of Jatikalen, regency of Nganjuk, Province of East Java, seen from its aspect of assignment an responsibility, namely (i) the proporse the candidate of aid receptor, (ii) the socialization, (iii) to help the implementation to put out the aid fund, (iv) the technical guidance and (v) the arrangement of report, 2) identified the factors influencing the performance of the group in the subdistrict. Then the theory used in this research was the related theories with the factor influencing the performance of the group in the subdictrict, namely : the concent of the program policy, the organization of program implementation, Coordination and Communication. This research used the descriptive-qualitative method to describe the situation of subject/object research, based on the facts in the field. The technique of collecting data was performed through obsevation, indepth interview, and documentation. The result of this research indicated that the performance of the group including in the less optimized category. In this research was found various weaknesses in the implementation of this assignment and responsibility such as : 1) the performance of the technical work gruop was responsive in the suggestion to propose the candidate of aid receptor, 2) people did not recieve in the program of socialization fully, 3) the should not get the information about the fluid or this aid fund handled by the financial Processing Unit informing the fund, 4) the technical work group which should give the technical guidance in the implementation of program in routine, in fact the lack of participation in the implementation of program, 5) the group in performing the report was less proportional because it was done without seeing directly to the location of program activity, 6) the issue of Gerdutaskin’s program policy by seeing from the program target, determining the location and program target and the certainty of program implementation seen from its policy was already good to reduce the proverty rate and unemployment but it was left for those who performed them whether they really knew the target and wanted to do it, and by condition of the different region the program was not certain in suitabel with the condition of the other one. With the certainty of program implementation, there was still a lot of program deviating in program target, 7) concering the coordination and communication performed between the members of the technical work gruop and the people was still less, so it caused the program implementation of Gerdutaskin was lack of ranning effeciencly and effectively. As the form of recommendation in order to minimize the occurrence in overlaping assignment and responsibility of the members of the group, so for program implementation of the next year, the group was unnecessary to be formed again and the operational cost the implementation was better to be assisted to the poor households who was not already to get the aid. This UPK and the role of people’s personage was necessary to pay attention to the llittle things if perhaps became the obstacle for the people so to the nex smoot program, it could be done as optimal as possible.
