PERAN SOSIAL EKONOMI INDUSTRI PENGOLAHAN TEMBAKAU DI KABUPATEN KUDUS PADA TAHUN 2011-2023

Kabupaten Kudus dikenal dengan sebutan Kota Kretek karena banyaknya industri olahan hasil tembakau berupa kretek di wilayah tersebut. Perkembangan industri sering kali dihubungkan dengan kemajuan suatu wilayah yang dapat membentuk sentra atau pusat pertumbuhan. Pusat-pusat ini berperan sebagai pendorong pertumbuhan bagi wilayah sekitarnya, menciptakan efek multiplier yang dapat merangsang aktivitas ekonomi di berbagai sektor lainnya serta memengaruhi kondisi sosial masyarakat. Penelitian ini bertujuan untuk mengidentifikasi pola dan sebaran kepadatan industri pengolahan tembakau, menganalisis peran industri tembakau terhadap sosial ekonomi Kabupaten Kudus, mengkaji tren pertumbuhan industri pengolahan tembakau dari tahun 2011 hingga 2023, serta meramalkan pertumbuhan sektor ini di masa mendatang. Penelitian ini menggunakan metode campuran dengan pendekatan Sequential Explanatory. Data sekunder yang digunakan meliputi sebaran lokasi industri pengolahan tembakau, PDRB dari 17 sektor usaha Atas Dasar Harga Berlaku pada tahun 2011-2023, serta jumlah produksi rokok (dalam batang) untuk analisis kuantitatif. Pendekatan kualitatif dilakukan untuk memperdalam temuan kuantitatif melalui observasi, wawancara, dan pengumpulan dokumen. Hasil penelitian menunjukkan bahwa pola sebaran industri pengolahan tembakau di Kabupaten Kudus bersifat klaster, Kepadatan industri pengolahan tembakau terkonsentrasi di Kecamatan Kota Kudus, Kaliwungu, dan Jati, serta meluas hingga Kecamatan Bae dan Mejobo. Kecamatan Jati memiliki jumlah industri pengolahan tembakau terbanyak, yaitu sebanyak 20 perusahaan. Industri pengolahan tembakau merupakan sektor basis dan unggulan Kabupaten Kudus, menjadi penyumbang terbesar PDRB dan pendorong bagi sektor usaha lainnya. indusri tembakau memiliki peran sosial melalui penyerapan tenaga kerja, khususnya wanita, serta program CSR yang meningkatkan kesejahteraan masyarakat sekitar dan penyediaan infrastruktur fasilitas umum. Pertumbuhan PDRB dan produksi industri pengolahan tembakau cenderung menurun selama periode 2011-2023. Peramalan hingga tahun 2045 menunjukkan tren pertumbuhan yang fluktuatif dengan kecenderungan menurun, dan diperkirakan akan mengalami pertumbuhan negatif.

Kudus Regency is known as the 'City of Kretek' due to the numerous tobacco processing industries producing kretek (clove cigarettes) in the area. Industrial development is often associated with regional progress, which can form growth centers. These centers play a role as drivers of growth for surrounding areas, creating a multiplier effect that stimulates economic activity across various sectors and influences the social conditions of the community. This study aims to identify the pattern and density distribution of the tobacco processing industry, analyze the role of the tobacco industry in the socio-economic aspects of Kudus Regency, examine the growth trends of the tobacco processing industry from 2011 to 2023, and forecast the future growth of this sector. The study uses a mixed-method approach with a Sequential Explanatory design. Secondary data utilized includes the distribution of tobacco processing industry locations, the Gross Regional Domestic Product (GRDP) from 17 business sectors at Current Market Prices from 2011-2023, and cigarette production figures (in sticks) for quantitative analysis. A qualitative approach is applied to deepen the quantitative findings through observation, interviews, and document collection. The research results show that the distribution pattern of the tobacco processing industry in Kudus Regency is clustered, with the highest density concentrated in Kota Kudus, Kaliwungu, and Jati districts, extending to Bae and Mejobo districts. Jati District has the highest number of tobacco processing industries, totaling 20 companies. The tobacco processing industry serves as a key and leading sector for Kudus Regency, contributing the largest share to GRDP and acting as a driver for other business sectors. The tobacco industry also plays a social role through significant employment absorption, especially for women, and CSR programs that improve the welfare of the surrounding community and provide infrastructure for public facilities. However, the GRDP growth and production of the tobacco processing industry have tended to decline over the 2011-2023 period. Forecasts up to 2045 show fluctuating growth trends with a downward tendency, and the industry is expected to experience negative growth.
