Efektivitas Metode Foresight dalam Penyusunan RPJPN dan RPJMN (Studi Kasus Direktorat Politik dan Komunikasi Kementerian PPN/Bappenas)

Sebagai lembaga perencana kebijakan pembangunan, Direktorat Politik dan Komunikasi (Polkom), Kementerian PPN/Bappenas mencoba menggunakan metode baru dalam penyusunan dokumen perencanaannya, yaitu menggunakan foresight. Foresight merupakan metode sistematis dan partisipatoris yang berorientasi jangka panjang untuk membentuk masa depan. Direktorat Polkom menggunakan foresight untuk menyusun dan menajamkan Rencana Pembangunan Jangka Panjang Nasional (RPJPN) 2025 – 2045 dan Rencana Pembangunan Jangka Menengah Nasional (RPJMN) 2025-2030. Proses foresight berjalan dengan dua bagian, pertama workshop foresight untuk mempertajam hasil dari background study dan tahapan kedua untuk penyusunan rancangan awal dan rancangan akhir RPJPN. Direktorat Polkom tidak pernah sebelumnya menggunakan metode ini. Namun, tim berhasil menjalankan seluruh tahapan foresight dan memperoleh hasil sesuai dengan tujuannya.

Penelitian ini bertujuan meneliti efektivitas metode foresight ketika untuk penyusunan RPJPN dan RPJMN oleh Direktorat Polkom. Penelitian ini bersifat kualitatif deskriptif dengan pengumpulan data menggunakan metode observasi, dokumentasi, dan wawancara. Pengukuran efektivitas menggunakan variabel penggunaan metode dan hasil metode. Penggunaan metode dilihat dari variasi metode, relevansi metode dengan tujuan, dan keberlanjutan metode. Sedangkan hasil metode dilihat dari ketercapaian tujuan dari penggunaan metode, kualitas hasil metode, dan penerimaan hasil oleh pemangku kepentingan. 

Secara keseluruhan, efektivitas metode foresight menunjukkan hasil cukup efektif dalam membantu penyusunan RPJPN dan RPJMN. Pada penggunaan metode menunjukkan cukup efektif, dipengaruhi penggunaan metode yang berbeda dan tidak sistematis pada tahapan kedua. Pada hasil metode menunjukkan nilai efektif yang dipengaruhi oleh tingkat ketercapaian tujuan dan penerimaan hasil oleh pemangku kepentingan.

Rekomendasi untuk meningkatkan efektivitas metode foresight, perlu konsistensi dalam penggunaan metode secara sistematis agar menghasilkan hasil kebijakan yang berkualitas. Kemudian perlu pelibatan aktor pemangku kepentingan untuk mendukung penyusunan kebijakan jangka panjang. Terakhir perlu adanya monitoring dan evaluasi agar dapat melihat dampak dan relevansi RPJPN dan RPJMN di masa depan. 

As one of the government planning institutions, the Direktorat Politik dan Komunikasi (Polkom), Kementeriaan PPN//Bappenas tries to use a new method in preparing its planning documents, namely using foresight. Foresight is a long-term, systematic, and participatory method to shape the future. The Directorate of Polkom used foresight to develop and refine the National Long-Term Development Plan (RPJPN) 2025-2045 and the National Medium-Term Development Plan (RPJMN) 2025-2030. The foresight process took place in two stages, the first being a foresight workshop to refine the results of the background study and the second stage for preparing the initial and final drafts of the RPJPN. The Directorate of Polkom had never used this method before. However, the team successfully carried out all stages of foresight and obtained results following its objectives.

This study examines the effectiveness of the foresight method when preparing the RPJPN and RPJMN by the Directorate of Polkom. This research is descriptive-qualitative with data collection using observation, documentation, and interview methods. Measurement of effectiveness uses variables of method use and method results. The use of methods is seen from the variety of methods, the relevance of methods to objectives, and the sustainability of methods. The results of the method are seen from the achievement of the goals of the use of the method, the quality of the results of the method, and the acceptance of the results by stakeholders. 

Overall, the effectiveness of the foresight method shows quite effective results in assisting the preparation of the RPJPN and RPJMN. The use of the method showed quite effectiveness, influenced by the use of different and unsystematic methods in the second stage. The results of the method show an effective value that is influenced by the level of achievement of objectives and acceptance of the results by stakeholders.

Recommendations are to improve the effectiveness of the foresight method, it is necessary to be consistent in using the method systematically to produce quality policy results. Then it is necessary to involve stakeholder actors to support the preparation of long-term policies. The last recommendation requires monitoring and evaluation to see the impact and relevance of the RPJPN and RPJMN in the future.
