Collaborative Process Pada Program Gandeng Gendong Kota Yogyakarta

Penelitian ini membahas tentang proses kolaborasi yang terjadi dalam pelaksanaan Program Gandeng Gendong Kota Yogyakarta. Dengan menggunakan model proses kolaborasi Ansell & Gash (2008) melalui lima tahapan pada prosesnya, dimulai dari face to face dialogue, trust building, commitment to process, shared understanding, dan intermediate outcomes. Penelitian ini menggunakan menggunakan metode penelitian kualitatif dengan pendekatan deskriptif dan data sekunder untuk mendukung hasil penelitian. Narasumber yang dipilih merupakan perwakilan dari elemen yang berkolaborasi, yaitu dari pemerintah, korporasi, dan pelaku UMKM. Hasil penelitian menunjukkan bahwa proses kolaborasi pada pelaksanaan Program Gandeng Gendong Kota Yogyakarta sudah dilaksanakan pada setiap tahapannya. Dibuktikan dengan: (1) Pada face to face dialogue, telah dijalin dialog dalam beberapa bentuk, baik secara langsung melalui pertemuan formal dan non-formal, serta secara tidak langsung; (2) Pada trust building, kepercayaan terbangun dengan adanya interaksi melalui komunikasi yang menyebabkan adanya transaksi pemesanan; (3) Pada commitment to process, komitmen yang diberikan oleh pemerintah diwujudkan dengan mengoptimalkan penggunaan aplikasi; (4) Pada shared understanding, ditunjukkan melalui diskusi atau musyawarah yang hasilnya digunakan untuk melaksanakan program dari awal hingga akhir tahun berdasarkan kesepakatan bersama; (5) Terakhir, pada intermediate outcomes, program ini memberikan hasil yang mengarah kepada hasil yang positif. Pada penelitian ini ditemukan beberapa hal yang perlu ditingkatkan dalam proses kolaborasi, seperti kepercayaan yang masih berputar pada kelompok penyedia jasa yang sama dan pengoptimalan aplikasi yang belum dimaksimalkan oleh semua OPD. Maka dari itu, penggunaan aplikasi perlu didorong secara terus menerus dan membatasi jumlah kelompok sehingga persaingan tidak berputar pada kelompok tertentu.

This research discusses the collaboration process occurs in the implementation of the Yogyakarta of Gandeng Gendong Program. Using the Ansell & Gash (2008) collaboration process model which is realized through five stages in the process, starting from face to face dialogue, trust building, commitment to process, shared understanding, and intermediate outcomes. This study uses qualitative research methods with a descriptive approach and secondary data to support the research results. The selected resource persons are representatives of collaborating elements, namely from the government, corporations, and MSME actors. The results of the study show that the collaboration process in the implementation of the Yogyakarta City Collaboration Program has been carried out quite well at each stage. It is evidenced by: (1) In face-to-face dialogue, dialogue has been established in several forms, both directly through formal and non-formal meetings, as well as indirectly; (2) In trust building, trust is also built because of interaction through communication that leads to order transactions; (3) In commitment to process, the commitment given by the government is realized by optimizing the use of applications; (4) In shared understanding, mutual understanding is shown through discussions or deliberations whose results are used to implement programs from the beginning to the end of the year based on mutual agreement; (5) Finally, in intermediate outcomes, this program provides results that lead to positive results. In this study, several things were found that needed to be improved in the collaboration process, such as trust that still revolved around the same group of service providers and application optimization that had not been maximized by all OPDs. Therefore, the use of applications needs to be encouraged continuously and limit the number of groups so that competition does not revolve around certain groups.
