HAZARD IDENTIFICATION RISK ASSESSMENT AND RISK CONTROL (HIRARC) PADA POHON DI RUANG TERBUKA HIJAU KAWASAN PERKOTAAN PURWOKERTO

Ruang Terbuka Hijau adalah area memanjang/jalur dan/atau mengelompok yang penggunaannya lebih bersifat terbuka, tempat tumbuh tanaman, baik yang tumbuh secara alamiah maupun yang sengaja ditanam, dengan mempertimbangkan aspek fungsi ekologis, penyerapan karbon, ekonomi, sosial budaya, dan estetika.
Penelitian dibagi menjadi tiga tahap, yaitu identifikasi bahaya (hazard identification), penilaian risiko (risk assessment), dan pengendalian risiko (risk controlling). Identifikasi bahaya dilakukan dengan melakukan observasi pada kondisi pohon dan aktifitas dari traffic yang ada. Pengambilan data dilakukan melalui sensus pada semua pohon yang ada di bahu Jalan Yos Sudarso. Area penelitian dibagi menjadi 3 segmen utama, dan 6 sub segmen. Penilaian risiko dilakukan setelah kegiatan identifikasi bahaya dengan menggunakan formulir risk assessment yang dimodifikasi berdasarkan ISA Tree Risk Assessment Form. Kegiatan dilakukan skoring terhadap tingkat risiko serta fokus dari kerusakan (defect) pada tiap pohon yang akan menjadi fokus dari pengendalian risiko. Pengendalian risiko dilakukan dengan menyusun rencana saran tindakan pengendalian risiko dari tiap pohon yang telah diidentifikasi.
Hasil dari penelitian ini telah teridentifikasi 93 pohon yang terdiri dari 12 jenis, antara lain glodokan (44 individu), kranji (15 individu), angsana (10 individu), kecrutan (9 individu), kerai payung (7 individu), tanjung (2 individu), randu (1 individu), kersen (1 individu), beringin (1 individu), ashoka (1 individu), jambu (1 individu), dan kelor (1 individu). Dari hasil penilaian risiko, sebanyak 38 individu mempunyai tingkat risiko rendah, 48 individu tingkat risiko sedang, dan 7 individu dengan tingkat risiko tinggi. Upaya penanganan yang disarankan terdiri dari pengawasan, pruning, cleaning, marking, pemasangan rambu peringatan dan penebangan. Sebanyak 4 individu pohon disarankan untuk dilakukan penebangan.
Green Open Space is an elongated/lane and/or clustered area whose use is more open, where plants grow, both naturally grown and deliberately planted, taking into account aspects of ecological function, water absorption, economics, social culture and aesthetics.
The research was divided into three stages, namely hazard identification, risk assessment and risk controlling. Hazard identification was carried out by observing the condition of the trees and the activity of existing traffic, while data collection was carried out through a census of all trees on the shoulder of Yos Sudarso Street, the research area was divided into 8 sections. Risk assessment is carried out after hazard identification activities using a modified risk assessment form based on the ISA Tree Risk Assessment Form. From this activity, scoring is carried out on the level of risk and the focus of defects on each tree which will be the focus of risk control. Risk control is carried out by preparing a plan to suggest risk control actions for each tree that has been identified.
The results of this research are the identification of 93 trees, consisting of 12 types, including glodokan (44 individuals), kranji (15 individuals), angsana (10 individuals), kecrutan (9 individuals), kerai payung (7 individuals), tanjung (2 individuals), randu (1 individual), kersen (1 individual), banyan (1 individual), ashoka (1 individual), guava (1 individual), and moringa (1 individual). From the results of the risk assessment, 38 individuals had a low risk level, 48 individuals had a medium risk level, and 7 individuals had a high risk level. Recommended action consist of monitoring, pruning, cleaning, marking, placing warning sign and felling. A total of 4 trees are recommended for felling.
