Partisipasi Pemerintah Daerah Dalam Pengelolaan Informasi Publik (Studi Kasus: Kecamatan Kasreman, Kabupaten Ngawi, Tahun 2022 — 2024)

Penelitian ini bertujuan untuk memahami pemaknaan informasi publik oleh kecamatan, birokrasi pengelolaan informasi publik dan kesenjangan sumber daya manusia, alur perintah dengan tugas dan fungsi pemerintah kecamatan, dan keterbatasan informasi publik di kecamatan. Komisi Informasi Publik sebagai lembaga yang bertanggung jawab mengawasi informasi publik telah berhasil di tingkat nasional dan provinsi namun tidak merata di tingkat kabupaten/kota. Jika terkendala pada tingkat kabupaten/kota, maka pada tingkat kecamatan juga akan mengalami kendala.  Sedangkan, pemerintah kecamatan berfungsi sebagai titik pusat koordinasi pembangunan dan layanan dasar antar desa. Aplikasi teori informasi publik, pengelolaan informasi publik dengan model pengelolaan informasi milik Joyce Kirk, dan partisipasi pemerintah daerah dalam pengelolaan informasi publik digunakan sebagai landasan utama penelitian ini. Penggunaan paradigma positivistik dan metode riset studi kasus tunggal milik Robert K. Yin dipilih menjadi metodologi penelitian ini. Temuan penelitian menunjukkan bahwa pengelolaan informasi publik berpusat di kabupaten sedangkan kecamatan hanya sebagai penerus. Namun, kecamatan tidak hanya sebagai penerus saja tetapi juga berpartisipasi dalam menghimpun sumber daya informasi publik dalam wilayah kecamatan yang dibutuhkan kabupaten sebelum dilakukan pengelolaan.

This research aims to determine the meaning of public information by the sub-district, the bureaucracy of public information management and the lack of human resources, the flow of orders with the duties and functions of the sub-district government, and the limitations of public information in the sub-district. The Komisi Informasi Publik as an institution responsible for monitoring public information has been successful at the national and provincial levels but not equally at the district/city level. If there are constraints at the district/city level, then the sub-district level will also face constraints.  Meanwhile, the sub-district government functions as the central point for coordinating development and basic services between villages. The application of public information theory, public information management with Joyce Kirk's information management model, and local government participation in public information management are emphasized in this study. The positivistic paradigm and Robert K. Yin's single case study research methodology were used. The research findings show that public information management is centered in the district while the sub-district is only a successor. However, the sub-district is not only a successor but also participates in gathering public information resources within the sub-district area that are needed by the district before management.
