COLLABORATIVE GOVERNANCE: UPAYA ADAPTASI PERUBAHAN IKLIM DAN PENGURANGAN RISIKO BENCANA PADA MASYARAKAT ADAT SUKU KULAWI KABUPATEN SIGI SULAWESI TENGAH

The Kulawi Tribe community that inhabits the conservation forest that stretches across Central Sulawesi can be said to be a conservation forest area and disaster center so that it can be the biggest and most disaster threats in Indonesia, this is because the location of the island of Sulawesi, especially the central area, is on the Palu-Koro fault plate. Sigi Regency has 9 disaster threats, namely: Floods, Flash Floods, Extreme Weather, Earthquakes, Fires, Forests, Drought, Liquefaction and Landslides.
With the existence of several types of disaster threats and climate change issues, it is certainly a challenge for the indigenous people of Sigi Regency and its district government. The government is required to be more prepared in reducing the risk of the number of victims if a disaster occurs. The implementation of disaster management cannot be carried out by one party alone, in accordance with the mandate of Law No. 24 of 2007 which states that the implementation of disaster management by the government cannot be done alone and must involve multiple stakeholders.
This study uses a Qualitative research method with an ethnographic approach, with data collection techniques through direct observation, in-depth interviews with indigenous communities, the Sigi local government and the Sigi PRB Forum and a review of written documentation.
The Sigi Regency Government realizes that Multi-stakeholder involvement is needed in the implementation of climate change adaptation and disaster risk reduction. Based on the initiation of various stakeholders involved in the implementation of disaster management during the Palu-Sigi-Donggala disaster, a forum was formed as a place to gather stakeholders from various elements, one of which is the NGO, namely the Disaster Risk Reduction Forum or more often called the Sigi PRB Forum. With the existence of this NGO and Forum, the actors carry out their respective functions by coordinating and cooperating with each other.
This study, which refers to collaboration between stakeholders, found that the implementation of climate change adaptation and disaster risk reduction efforts has currently been carried out by multiple actors quite collaboratively. There is still a lack of the role of local and central governments that pay special attention to these two issues. However, this role was taken by the PRB forum and NGOs. This situation is considering that the geographical position of indigenous peoples cannot yet be reached by the regional government center. In Collaborative Governance, it can be seen through two dimensions, namely the Context System and the driving dimension. Through these two dimensions, this study looks at how collaboration occurs between stakeholders. Equipped with the dimensions of collaboration dynamics
