Evaluasi Dampak Kawasan Ekonomi Khusus (KEK) Terhadap Pertumbuhan Industri di Level Kabupaten: Studi Kasus Pada KEK Industri Palu

Kawasan Ekonomi Khusus (KEK) dirancang untuk mendorong pembangunan ekonomi melalui sektor-sektor bernilai tambah tinggi, termasuk industri. Kondisi ini relevan bagi Kota Palu yang terindikasi mengalami gejala deindustrialisasi. Pembentukan KEK Palu diharapkan dapat mempercepat pertumbuhan industri dan kembali mendorong reindustrialisasi. Namun demikian, implementasi KEK Palu menghadapi beberapa tantangan, mulai dari rendahnya minat investor hingga ketersediaan infrastruktur. Penelitian ini bertujuan untuk mengkaji dampak keberadaan KEK terhadap pertumbuhan industri di Kota Palu menggunakan pendekatan quasi-experiment dengan metode difference-in-differences (DiD). Studi ini menggunakan beberapa data makro pada level kabupaten di Provinsi Sulawesi Tengah, terutama untuk mengontrol hasil pada variabel interest DiD. Hasil penelitian menunjukkan bahwa KEK Palu belum memberikan dampak signifikan terhadap pertumbuhan sektor industri di kota tersebut. Temuan ini kontras dengan hasil beberapa studi sebelumnya yang menunjukkan pengaruh positif KEK terhadap indikator ekonomi lainnya.

Special Economic Zones (SEZ) are designed to promote economic development through high value-added sectors, including industry. This is relevant to the city of Palu, which has shown signs of deindustrialization. The establishment of the Palu SEZ is expected to accelerate industrial growth and encourage reindustrialization. However, the implementation of the Palu SEZ faces several challenges, including low investor interest and infrastructure availability. This study aims to examine the impact of the SEZ on industrial growth in Palu City using a quasi-experimental approach with the Difference in Differences (DiD) method. The study utilizes several macro-level data at the district level in Central Sulawesi Province, particularly to control the outcomes on the DiD variable of interest. The results show that the Palu SEZ has not had a significant impact on the growth of the industrial sector in the city. This finding contrasts with several previous studies that show the positive impact of SEZs on other economic indicators.
