Tinjauan Rencana Anggaran Biaya dan Penjadwalan pada Pekerjaan Galian Proyek Mass Rapid Transit Jakarta Fase 2A CP 203Stasiun Kota dengan Metode Top-Down

Pada pelaksanaan proyek kosntruksi terdapat faktor-faktor yang dapat mempengaruhi tercapainya tujuan yang telah direncanakan. Faktor-faktor yang dapat mempengaruhi proyek konstruksi diantaranya yaitu, biaya, waktu, serta metode pelaksanaan yang digunakan. Permasalahan yang ada di lapangan kerap menjadi salah satu variabel yang dapat merubah metode pelaksanaan pada perencanaan dengan aktualisasi. Hal ini sangat mempengaruhi biaya yang telah direncanakan sebelumnya dan waktu yang telah dijadwalkan. Oleh karena itu, perlu dilakukan perencanaan yang baik dan pelaksanaan konstruksi yang optimal agar proyek bisa berjalan sesuai dengan biaya dan waktu yang telah direncanakan sebelumnya sehingga suatu proyek tidak mengalami kerugian.

Proyek akhir ini bertujuan untuk mengevaluasi metode pelaksanaan, menganalisis dan membandingkan perencanaan anggaran biaya rencana dengan aktual dan waktu pelaksanaan pekerjaan galian pada proyek Mass Rapid Transit Jakarta Fase 2A CP 203 Stasiun Kota. Penelitian dilakukan dengan cara mengamati langsung proses pelaksanaan pekerjaan di lapangan. Data-data terkait diperoleh dari hasil dokumentasi, observasi, dokumen perencanaan, serta studi pustaka. Acuan analisis perhitungan biaya berdasarkan pada peraturan Menteri Pekerjaan Umum dan Perumahan Rakyat Republik Indonesia Nomor 1 Tahun 2022 dan analisis penjadwalan proyek menggunakan software Microsoft Project.

Berdasarkan hasil pengamatan dan analisis perhitungan dapat disimpulkan bahwa biaya aktual untuk menyelesaikan pekerjaan galian Stasiun Kota metode top-down dengan penambahan durasi pekerjaan didapatkan sebesar Rp 19.860.533.499,74. Sedangkan biaya perencanaan pekerjaan galian didapatkan sebesar Rp 19.717.116.509,84. Selisih antara biaya perencanaan dengan biaya pelaksanaan pekerjaan galian Rp 143.416.989,90 atau jika dinyatakan dalam persentase sebesar 0,722%. Durasi zona 1 dibutuhkan 304 hari kerja, durasi zona 2 dibutuhkan 318 hari kerja, dan durasi durasi zona 3 dibutuhkan 352 hari kerja. Adanya kebocoran sumber mata air selama proses penggalian menjadi masalah yang harus segera diselesaikan di lapangan. Kebocoran mata air ini terletak pada area zona 1 BL 5 – BL 6 yang mengakibatkan terganggunya proses penggalian dan terjadi penundaan durasi proyek selama 6 hari.

In the implementation of construction projects, there are factors that can influence the achievement of planned goals. Factors that can influence a construction project include costs, time, and the implementation methods used. Problems in the field often become one of the variables that can change the implementation method in planning with actualization. This greatly affects the previously planned costs and scheduled. Therefore, it is necessary to carry out good planning and optimal construction implementation so that the project is in accordance with the costs and time that have been planned previously so that a project does not experience losses.

This final project aims to evaluate the implementation method, analyze and compare the planned cost estimation with the actual cost and the implementation time of the excavation work on the Jakarta Mass Rapid Transit Phase 2A CP 203 Kota Station project. The research was conducted by directly observing the work implementation process in the field. Related data is obtained from documentation, observations, planning documents, and literature studies. The reference for cost calculation analysis is based on the regulation of the Minister of Public Works and Public Housing of the Republic of Indonesia Number 1 of 2022 and project scheduling analysis using Microsoft Project software.

Based on the results of observations and calculation analysis, it can be concluded that the actual cost to complete the excavation work of the Kota Station using the top-down method with the addition of work duration was obtained at Rp. 19,860,533,499.74. Meanwhile, the cost of planning the excavation work was Rp. 19,717,116,509.84. The difference between the planning costs and the costs of implementing the excavation work is Rp 143,416,989.90 or if expressed as a percentage is 0.722%. The duration of Zone 1 required 304 working days, the duration of zone 2 required 318 working days, and the duration of zone 3 required 352 working days. The leakage of water sources during the excavation process is a problem that must be resolved immediately in the field. This water source leakage is located in the area of zone 1 BL 5 - BL 6 which disrupts the excavation process and delays the project duration for 6 days.
