Legitimasi Pragmatis Kraton Yogyakarta Melalui Politik Hak Pakai Sultan Ground (Studi Kasus Permohonan Sertifikat Tanah Desa Terban, Gondokusuman, Yogyakarta)

Studi ini berusaha menjawab bagaimana pengaruh pemberian sertifikat hak pakai atas Sultan Ground kepada masyarakat, terhadap legitimasi rejim Kasultanan Yogyakarta. Dua variabel itu saling terkait dan penting untuk dikaji karena adanya hubungan demand and supply terkait isu pertanahan antara masyarakat yang menempati tanah Kasultanan (demand) dengan Kraton Yogyakarta (supply). Desa Terban, Kecamatan Gondokusuman, dipilih sebagai lokasi penelitian karena merupakan wilayah pionir penyertifikatan tanah yang dimiliki oleh Kraton. Dengan metode deskriptif kualitatif, penelitian ini berargumen bahwa pemberian sertifikat hak pakai atas Sultan Ground kepada masyarakat, berimplikasi pada legitimasi rejim Kasultanan di Yogyakarta. Legitimasi atau dukungan politik dari masyarakat terjadi karena adanya jaminan hak dasar khususnya tanah sesuai mandat Undang-undang Nomor 13 Tahun 2012 tentang Keistimewaan DIY. Selain itu, pasal-pasal represif yang termuat dalam perjanjian dengan Kraton terkait pemanfaatan tanah, membuat mereka tunduk dan siap menjadi barisan terdepan apabila terjadi situasi yang mengancam kedaulatan posisi Sultan sebagai Gubernur Daerah Istimewa Yogyakarta.

This study seeks to answer how the granting of a certificate of use rights to the Sultan Ground to the community has an impact on the legitimacy of the Yogyakarta Sultanate regime. These two variables are interrelated and important to study because there is a demand and supply relationship related to land issues between the people who occupy the land of the Sultanate (demand) and the Yogyakarta Palace (supply). Terban Village, Gondokusuman District, was chosen as the research location because it was a pioneer area for land certification owned by the Kraton. Using a qualitative descriptive method, this research argues that granting a certificate of use rights to the Sultan Ground to the community has implications for the legitimacy of the Sultanate regime in Yogyakarta. Legitimacy or political support from the community occurs because there is a guarantee of basic rights, especially land, in accordance with the mandate of Undang-undang Nomor 13 Tahun 2012 tentang Keistimewaan DIY. Apart from that, the repressive articles contained in the agreement with the Kraton regarding land use made them submissive and ready to be at the forefront if a situation occurred that threatened the sovereignty of the Sultan's position as Governor of the Special Region of Yogyakarta.
