Pemangku Kepentingan Desa Terhadap Program Perawat Desa Dalam Memberikan Pelayanan Kesehatan

Latar Belakang: Prevalensi penyakit tidak menular (PTM), stunting, dan diare masih tinggi terjadi di pedesaan. Upaya pemerintah dalam mengembangkan Desa/Kelurahan Siaga Aktif memerlukan adanya peran dari tenaga kesehatan sebagai penggerak program kesehatan berbasis masyarakat di tingkat desa, salah satunya melalui program perawat desa. Persepsi pemerintah desa selaku pengambil kebijakan di wilayah lokal desa berpengaruh terhadap keberhasilan program perawat desa.

Tujuan Penelitian: Mengetahui persepsi pemangku kepentingan desa/kelurahan terhadap program perawat desa dalam memberikan pelayanan kesehatan.

Metode: Penelitian ini merupakan studi kualitatatif dengan partisipan penelitian 7 pemangku kepentingan desa yang telah memiliki program perawat desa. Partisipan didapatkan melalui teknik purposive sampling. Pengumpulan data dilakukan dengan teknik wawancara mendalam semi terstruktur dan dianalisis menggunakan teknik analisis konten. Hasil wawancara mandalam dilakukan transkrip secara verbatim kemudian diolah menjadi kode, kategori, dan tema.

Hasil: Dalam penelitian ini diperoleh 48 kode yang dikelompokkan menjadi 15 kategori dalam 5 tema. Pemangku kepentingan desa merasa 1) perlu adanya perawat desa; 2) desa memiliki peran dalam pelaksanaan program perawat desa; 3) adanya kendala dan harapan program perawat desa; 4) desa melihat peran perawat desa dalam meningkatkan kesehatan masyarakat; dan 5) adanya penerimaan positif masyarakat terhadap program perawat desa.

Kesimpulan: Persepsi pemangku kepentingan desa, program perawat desa dirasa sangat mendukung upaya pemerintah desa untuk mengatasi permasalahan kesehatan di desa. Pemangku kepentingan desa mengharapkan peran aktif pemerintah daerah dan dinas kesehatan dalam mengoptimalkan program perawat desa.

Background: The prevalence of non-communicable diseases (NCDs), stunting and diarrhea is still high in rural areas. The government's efforts to develop Desa/Kelurahan Siaga Aktif require the role of health workers as drivers of community-based health programs at the village level, one of which is through the village nurse program. The perception of the village government as a policy maker in the local village area influences the success of the village nurse program.

Objective: The aim of this study was to determine the perceptions of village stakeholders regarding the village nurse program in providing health services.

Methods: This study was a qualitative study with research participants 7 village stakeholders who already have a village nurse program. Participants were obtained through purposive sampling technique. Data collection was carried out using semi-structured in-depth interview techniques and analyzed using content analysis techniques. The results of the in-depth interviews were transcribed verbatim and then processed into codes, categories, and themes.

Results: In this study, 48 codes were obtained which were grouped into 15 categories in 5 themes. Village stakeholders feel that 1) there is a need for village nurses; 2) the village government has a role in implementing the village nurse program; 3) the existence of obstacles and expectations for the village nurse program; 4) the village government sees the role of village nurses in improving community health; and 5) there are positive community acceptances of the village nurse program.

Conclusion: Perception of village stakeholders, the village nurse program is felt to really support the village government's efforts to overcome health problems in the village. Village stakeholders expect an active role from local government and health services in optimizing the village nurse program.
