Dinamika Collaborative Governance di Desa Wisata Gamplong, Kalurahan Sumberrahayu, Kapanewon Moyudan, Kabupaten Sleman

Meskipun sudah banyak penelitian tentang collaborative governance, namun masih sedikit yang mengkaji secara khusus aspek drivers dan dinamika kolaborasi. Oleh karena itu, penelitian ini bertujuan untuk mengetahui sejauh mana faktor penggerak dan dinamika collaborative governance dalam pengembangan Desa Wisata Gamplong yang melibatkan berbagai aktor pemangku kepentingan seperti pemerintah, swasta, dan masyarakat. Penelitian ini menggunakan pendekatan kualitatif studi kasus dengan wawancara, observasi, dan studi dokumen untuk memperoleh data primer dan data sekunder. Wawancara dilakukan dengan mewancarai perwakilan dari setiap ranah pemangku kepentingan, yaitu pemerintah, swasta, dan masyarakat. Hasil penelitian menunjukkan bahwa pengembangan Desa Wisata Gamplong sebagai salah satu tonggak alternatif perekonomian masyarakat yang memberikan multiplier effect di berbagai sektor masih mengalami berbagai kendala dan masalah seperti kurangnya SDM dan regenerasi perajin. Untuk menangani hal tersebut, kemudian dilakukan kolaborasi dengan berbagai pihak dan ranah. Meskipun temuan menunjukkan bahwa dinamika kolaborasi yang terjadi belum sepenuhnya bersiklus dan masih banyak yang perlu ditingkatkan. Tidak hanya terdapat satu kolaborasi saja, tetapi berbagai bentuk kolaborasi sesuai dengan upaya penyelesaian masalah yang akan dicapai. Terdapat faktor penggerak (drivers) yang mendorong kolaborasi yaitu kepemimpinan karena adanya local champion yang memiliki capacity, commitment, dan competency, saling ketergantungan karena keterbatasan sumber daya yang dimiliki, ketidakpastian seperti regenerasi perajin, serta insentif konsekuensial berupa peluang kerajinan tenun ATBM sebagai unique selling point. Secara garis besar, dinamika kolaborasi sudah berjalan secara implisit, kurang sistematis, dan belum sepenuhnya bersiklus. Namun, berbagai kolaborasi yang terjadi sudah memiliki visi, nilai, dan kepentingan bersama yang kemudian digunakan sebagai instrumen pengorganisasisan.
Even though there has been a lot of research on collaborative governance, there is still little that specifically examines the drivers and dynamics of collaboration. Therefore, this research aims to determine the extent of the driving factors and dynamics of collaborative governance in the development of the Gamplong Tourism Village which involves various stakeholder actors such as the government, private sector and community. This research uses a qualitative case study approach with interviews, observations and document studies to obtain primary and secondary data. Interviews were conducted by interviewing representatives from each stakeholder domain, namely government, private sector and society. The research results show that the development of the Gamplong Tourism Village as an alternative pillar of the community economy which provides a multiplier effect in various sectors is still experiencing various obstacles and problems such as a lack of human resources and regeneration of craftsmen. To handle this, collaboration was carried out with various parties and domains. Although the findings show that the collaboration dynamics that occur are not completely cyclical and there is still much that needs to be improved. There is not just one collaboration, but various forms of collaboration according to the problem solving efforts to be achieved. There are driving factors (drivers) that encourage collaboration, namely leadership due to the existence of local champions who have capacity, commitment and competency, interdependence due to limited resources, uncertainty such as regeneration of craftsmen, as well as consequential incentives in the form of opportunities for handloom weaving crafts as a unique selling point . In general, the dynamics of collaboration have been running implicitly, less systematically, and not yet fully cyclical. However, the various collaborations that occur already have a shared vision, values and interests which are then used as organizing instruments.
