This study uses the Yannick van den Brink theory of equality to uncover the unique situation, identify the challenges and propose recommendations for the improvement of the institution. This research aims to promote a more fair and inclusive environment for juvenile offenders by addressing the difficulties found in the educational programmes of Tangerang’s Youth Correctional Institution Class I by embracing these principles. The research finds and highlights recommendations that are intended to effectively address the issues mentioned above
