Strategi Smart Power Tiongkok dalam Implementasi Program Belt and Road Initiative di Indonesia

Penelitian ini bertujuan mendeskripsikan strategi smart power Tiongkok dalam konteks implementasi program Belt and Road Initiative (BRI) di Indonesia. Meskipun terdapat kekhawatiran internasional dan domestik terkait pelaksanaannya, investasi Tiongkok tetap berlanjut di Indonesia. Ini memunculkan pertanyaan: "Apa yang telah dilakukan oleh pemerintah Tiongkok untuk menghadapi tantangan ini dan menjaga kelancaran investasinya di Indonesia?" Penelitian ini mengungkap bahwa Tiongkok tidak hanya mengandalkan hard atau soft power, melainkan menggabungkannya dalam konsep smart power. Strategi smart power Tiongkok dilakukan melalui tiga komponen utama, diplomasi publik dan narasi kebijakan luar negeri, investasi dan kerja sama ekonomi, serta kemitraan strategis. Penelitian ini mengadopsi pendekatan kualitatif melalui studi literatur. Diskusi mendalam dan analisis diperlukan untuk memahami bagaimana Tiongkok, dengan menggunakan pendekatan smart power, telah mampu menjalin kemitraan yang kuat dengan Indonesia dalam implementasi BRI serta mengatasi isu-isu yang memengaruhi proyek-proyek tersebut. Hasil penelitian ini akan memberikan wawasan yang lebih baik tentang dinamika kerja sama Tiongkok-Indonesia dalam konteks BRI.

This research aims to describe China's smart power strategy in the context of the implementation of the Belt and Road Initiative (BRI) program in Indonesia. Despite international and domestic concerns regarding its implementation, Chinese investment continues in Indonesia. This raises the question: "What has the Chinese government done to face these challenges and keep its investments in Indonesia on track?" This research reveals that China does not rely solely on hard or soft power but combines them in the concept of smart power. China's smart power strategy is carried out through three main components, public diplomacy and foreign policy narratives, investment and economic cooperation, and strategic partnerships. This research adopts a qualitative approach through a literature study. In-depth discussion and analysis are required to understand how China, using a smart power approach, has been able to forge strong partnerships with Indonesia in the implementation of the BRI as well as address issues affecting the projects. The results of this research will provide better insights into the dynamics of Sino-Indonesian cooperation in the context of the BRI.
