Implikasi Spatial Proximity terhadap Kapasitas Kelembagaan Daerah Tumbuh Lambat

Fiscal decentralization that has been running for 2 decades in Indonesia is expected to reduce regional disparities, especially slow-growing regions. In its implementation, institutional capacity is key to the success of such development. However, current efforts have not considered spatial aspects in their analyses, whereas slow-growing regions in Indonesia in 2014 indicated that there is a multiplier effect of spatial proximity that encourages the alleviation of slow-growing regions. Therefore, this study examines the implications of spatial proximity on the dynamics of institutional capacity in slow-growing regions in Lampung Province and Central Sulawesi Province using the concept of Tobler's theory or The First Law of Geography. The results show that with PLS-Structural Equation Modeling, both provinces have a close relationship between spatial proximity and institutional capacity that will affect the achievement of development outcomes. However, the results of the two provinces have different path analysis. Thus, the approach taken by the government needs to be adjusted to the characteristics of each region and its potential to be able to improve the achievement of development outcomes in an effort to alleviate slow-growing regions
