Penelitian ini bertujuan untuk mengevaluasi regulasi yang mengatur politik identitas dalam Undang-Undang Pemilihan Gubernur dan dampak politik identitas pada Pemilihan Gubernur DKI Jakarta Tahun 2017. Studi ini menyoroti lemahnya regulasi yang ada saat ini sebagai referensi dalam pemilihan umum, mengingat seringnya penggunaan politik identitas untuk memobilisasi massa dan menentukan hasil pemilihan umum. Fenomena ini terlihat pada kasus Pemilihan Gubernur DKI Jakarta Tahun 2017. Dengan menggunakan kerangka multiple-stream, penelitian ini menganalisis dampak dan isu politik identitas dalam pemilihan umum (problem stream), kelemahan regulasi yang mengaturnya (policy stream), dinamika partai politik yang ada dan dukungan terhadap reformasi regulasi yang mengatur politik identitas (policy stream). Pendekatan ini menciptakan agenda komprehensif yang patut dipertimbangkan dalam perumusan kebijakan. Dengan mengkaji hubungan antara ketiga aliran tersebut, penelitian ini memberikan wawasan berharga mengenai peraturan yang ada saat ini dan implikasi politik identitas serta menawarkan rekomendasi kebijakan untuk mengurangi dampak perpecahan dari politik identitas pada pemilihan umum mendatang. Penelitian ini menggarisbawahi perlunya reformasi peraturan untuk menciptakan lingkungan pemilihan umum yang lebih inklusif dengan kebijakan yang tepat sasaran.

This research aims to evaluate the regulation governing identity politics in the governor election law and the impact of identity politics in the 2017 DKI Jakarta Governor Election. The study highlights the inadequacy of current regulation as references in elections, given the frequent use of identity politics to mobilize masses and shape election outcomes. This phenomenon was evident in the case of 2017 DKI Jakarta Governor Election. Using a multiple-stream framework, the research analyzes the impact and issue of identity politics in the election (problem stream), the weakness of the regulation that governing it (policy stream), the existing political party dynamics and support for reforming the regulation that govern identity politics (politics stream). This approach creates a comprehensive agenda worth considering in policy formulation. By examining the relationship between the three stream, the research provide valuable insights into the present regulation and implication of identity politics and offers policy recommendation for reducing the divisive impact of identity politics in future elections. This research underscores the need for regulation reform to create a more inclusive electoral environment with well-targeted policies.
