Urgensi Reorganisasi Kelembagaan Penyelenggara Penanggulangan Bencana di Indonesia

Disaster management institutional system is always related to 3 (three) main things: power, justice, and legitimacy. There are 2 (two) main problems related to disaster management institutions in Indonesia: first, many institutions are directly or indirectly involved and even act as the leading actor but do not cooperate, and second, because there are too many institutions involved, there is a coordination problem between them. These problems have resulted in disaster management in Indonesia being obstructed and ineffective. Therefore, this thesis aims to provide an alternative solution to these problems by presenting choices of institutional systems, namely single-agency system, multi-agency system, and collaborative crisis governance system (CCG). This research use methodology of normative legal research with a literature review and interview with resource person, and the results are analyzed and presented with historical, legislation, comparative, and conceptual approaches. Based on the research, it is concluded that the disaster management institutions in Indonesia have a long history involving many institutions that contribute to the dynamics of inter-institutional relations in implementing disaster management today. With so many institutions having roles and authority in this matter, the potential for overlapping authority is high, and due to each institution's sectoral ego, coordination is increasingly challenging. Therefore, reorganization is necessary, and within the options, a multi-agency system with a combined scheme along with the implementation of CCG is the most feasible option.
