UHC Decoded: Collaborative Governance in South Tangerang City’s Implementation of Ngider Sehat Preventive-Promotion Program for Inclusive Healthcare

UHC is a universally acknowledged emblematic health aspiration, recognized across many global policies, including the UN’s SDGs and ASEAN Health Development (2021-2025). It captures the importance of accommodating all four healthcare services: curative, preventive, promotive, and rehabilitative care. While curative care has long stood in the spotlight for its ‘instant results,’ there is an increasing urgency to shift towards preventive and promotional care for its ‘long-term solutions’ (Wels-maug, 2024). South Tangerang City has actively shown positive progress towards UHC, and its newly introduced innovation, the Ngider Sehat program, further indicates the city’s commitment. Collaboration is pertinent in ensuring the efficient healthcare delivery of the program. This research is designed to explore the cooperation between South Tangerang City’s Health Department and Community Health Centers in the Ngider Sehat preventive-promotion program to maintain UHC. It employs a qualitative method with a case study approach and three data collection techniques: semi-structured interviews, overt non-participant observation, and documents. The research indicates that good collaboration between the Health Department and Community Health Centers has fostered efficient implementation of the Ngider Sehat program, where they complement each other's weaknesses by integrating their strengths.
