Food is a fundamental human necessity and an integral part of human rights. The state, as the duty bearer for the rights of its citizens, is therefore obligated to fulfill the right to food. The fulfillment of citizens’ rights to food is achieved by ensuring the availability, accessibility, and utilization of food throughout the entire territory of the Republic of Indonesia (NKRI), both at national, regional, and individual levels, leveraging local resources, institutions, and culture. This research aims to analyze the implementation of food security policies by the Local Government of Batang Regency and formulate strategies to enhance regional food security in Batang Regency in the future.
This research employs a qualitative approach to uncovering the realities on the ground and exploring further possibilities after understanding these realities. Empirical research techniques are used, involving pre-communication with informants, interviews, and subsequent analysis of the obtained data. Informants are selected using criterion sampling, where they are chosen based on specific criteria established by the researcher.
The results indicate that the Local Government of Batang Regency has effectively implemented food security policies through the aspect of availability, accessibility, and utilization of food. However, improvements are still needed in several technical aspects. The implementation of food security policies is still limited to the execution of national programs, and the Local Government of Batang Regency has yet to fully utilize the autonomy granted to it to independently enhance its regional food security due to budget constraints. Variations in the dedication levels of leaders also lead to inconsistencies in policy implementation during the rotation of Echelon II officials. This study formulates three strategies to enhance regional food security in Batang Regency: 1) improving the quality of human resources among the bureaucrats of the Local Government of Batang Regency and strengthening institutional systems and policies; 2) managing and empowering local food initiatives; and 3) integrating local food initiatives into local policies.
