Pseudo State Capitalism dan Marginalisasi Masyarakat: Studi Kasus Kawasan Ekonomi Khusus Mandalika

Disertasi ini mengkaji case study KEK Mandalika dengan perspektif kapitalisme negara. Sejauh ini, kajian tentang kapitalisme negara didominasi oleh perspektif ekonomi yang bertumpu pada peran BUMN dalam mengelola ekonomi atas nama negara, dan perspektif ilmu sosial yang menekankan aspek intervensi aktor negara terhadap lembaga-lembaga ekonomi dengan mengatasnamakan kepentingan negara atau rakyat. Riset ini mensistesiskan dua perspektif di atas, yakni dengan mengeksplorasi dinamika intervensi negara terhadap BUMN dalam proyek KEK Mandalika sekaligus melihat diskrepansi dampak statisme terhadap masyarakat lokal. 

Analisis riset ini bertumpu pada tiga area utama: pertama, bagaimana kekuasaan negara (statisme) dijalankan untuk BUMN dan sektor bisnis; kedua, bagaimana dekomposisi ekuasaan berjalan sebagai strategi pelembagaan kekuasaan; dan ketiga, diskrepansi manfaat dalam operasional KEK Mandalika terhadap masyarakat lokal. Riset ini menemukan bahwa praktik kapitalisme negara pada KEK Mandalika berjalan dengan cara dekomposisi kekuasaan melalui pembentukan lembaga-lembaga seperti Dewan Nasional Kawasan Ekonomi Khusus dan Tim Koordinasi P3TB. Dekomposisi kekuasaan adalah pembentukan super-lembaga yang berisi gabungan unit-unit kekuasaan politik dan ekonomi untuk mewujudkan suatu mega-proyek. Dari riset di lapangan, penulis menemukan kebermanfaatan proyek ini terhadap masyarakat lokal sangat kecil karena standar tata kelola yang imperatif dari “Jakarta” sehingga aktor ekonomi lokal tidak dapat mengakses kesempatan ekonomi yang tercipta. Penulis berargumen bahwa dalam kasus KEK Mandalika negara mempraktikkan pseudo-state capitalism, yakni untuk kepentingan aktor-aktor ekonomi besar negara melalukan upaya yang sangat besar, sedang untuk masyarakat lokal negara tidak tampak mengerahkan kekuasaanya demi kebermanfaat KEK Mandalika untuk mereka. 

This dissertation examines the case study of Mandalika SEZ from the perspective of state capitalism. So far, the study of state capitalism has been dominated by an economic perspective that relies on the role of SOEs in managing the economy on behalf of the state, and a social science perspective that emphasizes aspects of state actor intervention in economic institutions on behalf of the interests of the state or the people. This research synthesizes the two perspectives above, by exploring the dynamics of state intervention against SOEs in the Mandalika SEZ project while looking at the discrepancies in the impact of statism on local communities. The analysis of this research rests on three main areas: first, how state power (statism) is exercised for SOEs and the business sector; second, how the decomposition of power operates as a strategy for institutionalizing power; and third, the discrepancy of benefits in the operation of the Mandalika SEZ for local communities. This research found that the practice of state capitalism in the Mandalika SEZ runs by decomposing power through the formation of institutions such as the National Council for Special Economic Zones and the P3TB Coordination Team. Power decomposition is the formation of super-agencies that contain a combination of political and economic power units to realize a mega-project. From research in the field, the author finds that the benefits of this project for local communities are very small because of imperative governance standards from "Jakarta" so that local economic actors cannot access the economic opportunities created. The author argues that in the case of Mandalika SEZ, the state practices pseudo-state capitalism, namely for the benefit of large economic actors, the state makes enormous efforts, while for local communities the state does not appear to exert its power for the benefit of Mandalika SEZ for them.
