EVALUASI KEBERHASILAN PROGRAM HUTAN KEMASYARAKATAN (HKm) PADA KTHKm SEDYO RUKUN DESA BANYUSOCO, PLAYEN, KABUPATEN GUNUNG KIDUL

Hutan Kemasyarakatan merupakan salah satu bentuk penerapan social forestry yang bertujuan untuk meningkatkan kesejahteraan masyarakat setempat melalui pemanfaatan sumber daya hutan secara optimal, adil dan berkelanjutan dengan tetap menjaga kelestarian fungsi hutan dan lingkungan hidup. Evaluasi penting dilakukan untuk mengetahui sejauh mana keberhasilan suatu program dilaksanakan. Tujuan penditian ini adalah mengetahui tingkat keberhasilan pengelolaan hutan melalui program HKm yang dilakukan oleh KTHKm Sedyo Rukun, menganalisis faktor-faktor yang mempengaruhi tingkat keberhasilan tersebut untuk kemudian merumuskan rencana kegiatan sebagai tindak lanjut dalam pengelolaan hutan yang lestari. Penelitian ini menggunakan metode penelitian survei, yaitu penelitian yang bertujuan untuk mengungkapkan objek penelitian secara menyeluruh dan digunakan untuk memperoleh fakta-fakta dari gejala-gejala yang ada dan mencari keterangan-keterangan secara faktual. Penelitian ini dilaksanakan di KTHKm Sedyo Rukun Desa Banyusoco, Playen, Gunung Kidul, DIY yang dilakukan pada bulan November hingga Desember 2007. Metode analisis yang digunakan adalah metode kuantitatif dan metode deskriptif. Tingkat keberhasilan program HKm di Desa Banyusoco termasuk kedalam kategori baik dengan nilai sebesar 375,4 atau 75,08 %. Nilai aspek kelola kelembagaan sebcsar 17 4,5 atau 87 ,25 %; nilai aspek kelola kawasan sebesar 159 atau 79,5 %; dan nilali kelola usaha sebesar 41,9 atau 41,9 %. Kategori baik tersebut mempunyai ciri antara lain KTHKm Sedyo Rukun telah memiliki . kelembagaan yang baik dan kawasan HKm telah dikelola dengan baik pula meskipun dari aspek kelola usaha dapat dikatakan masih kurang. Faktor-faktor yang mempengaruhi kinerja tersebut antara lain faktor biofisik lahan, kelembagaan KTHKm, dan faktor sosial ekonomi anggota KTHKm. Berdasarkan faktor-faktor tersebut maka rencana kegiatan yang dilakukan sebagai tindak lanjut pelaksanaan program HKm antara lain penguatan kelembagaan, mengembangkan usaha di berbagai sektor, dan pengamanan tegakan jati.

The objective of this research was to find out the level of success of managing forest through the HKm program carried out by Sedyo Rukun community forest farmers' association (Kelompok Tani Hutan Kemasyarakatan, KTHKm), to analyze the factors influencing the level of success, and then to formulate the action plan as a follow up in managing sustainable forestry. This study used the survey research method, that is, a research that aims to reveal the research object comprehensively and is used to obtain facts of present symptoms and find out factual explanations. This study was carried out at the Sedyo Rukun KTHKm, Banyusoco Village, Playen, Gunung Kidul Regency, Yogyakarta Special Province, from November to December 2007. The analysis made use of both qualitative and descriptive methods. with the score of 375.4 or 75.08%. The management aspect of institution reaches the score of 174-.5 or 87.25%; the aspect of area management reaches 159 or 79.5%; and the aspect of industrial management scores 41. 9 or 41. 9%. The good category can be seen from many aspects such as: the Sedyo Rukun KTHKm has formed a good institution, and the area of HKm has been well managed although the aspects of labor work are still limited. The factors influencing the performance are: biophysical condition of the area, institution of KTHKm, and socio-economic condition of the members of K1'HKm. Based on those factors, the action plan proposed as a follow up for the HKm program at Banyusoco village includes: the institutional improvement, development of labor work in various sectors, and securing the standing hardwood trees.
