PENGEMBANGAN PARIWISATA DI DESA WISATA GIRITENGAH KECAMATAN BOROBUDUR DALAM PERSPEKTIF NETWORK STRUCTURE

merupakan sektor unggulan bagi Indonesia guna meningkatkan pertumbuhan ekonomi.
Berbagai upaya untuk mengembangkan dan mempertahankan pertumbuhan sektor
pariwisata memerlukan keterlibatan dan peran aktif dari berbagai aktor atau stakeholder.
Desa Giritengah kecamatan Borobudur memiliki potensi ekonomi melalui alamnya
sebagai tempat wisata, akan tetapi pengembangan desa wisatanya terhambat oleh
masalah pengelolaan sumber daya manusia, kurangnya keterlibatan warga, dan
kurangnya pengetahuan warga. Perspektif struktur jaringan sebagai bagian dari
teori collaborative governance menjadi
pisau analisis dan kebaruan penelitian dibandingkan beberapa penelitian
sebelumnya. Penelitian ini berfokus pada aspek penting dari struktur jaringan yaitu pemerintahan sendiri, organisasi pimpinan, dan administrasi jaringan
organisasi. Hal tersebut bertujuan untuk menemukan struktur jaringan yang
optimal untuk meningkatkan perekonomian masyarakat di desa Giritengah. Penelitian ini
menggunakan metode kualitatif. Jenis data yang digunakan pada penelitian ini
adalah data primer yang diperoleh melalui wawancara mendalam secara langsung,
serta data sekunder diperoleh melalui dokumen-dokumen resmi yang berhubungan
dengan pengembangan desa wisata Giritengah, Borobudur.
Hasil penelitian
menunjukkan bahwa dalam pelaksanaan pengembangan desa wisata Giritengah sudah menerapkan struktur jaringan yang bersifat
pemerintahan sendiri. Namun dalam kenyataannya desa wista Giritengah ini belum
menerapkan secara konsisten dan paten apabila merujuk teori dari

Various efforts to develop and maintain the growth of the tourism sector
require the involvement and active role of various actors or stakeholders.
Giritengah village, Borobudur subdistrict, has economic potential through its
nature as a tourist spot, however the development of its tourist village is
hampered by problems with human resource management, lack of citizen
involvement, and lack of citizen knowledge. The network structure perspective
as part of collaborative governance theory is a tool for analysis and research
novelty compared to several previous studies. This research focuses on
important aspects of network structure, namely self-government, lead
organizations, and organizational network administration. This aims to find the
optimal network structure to improve the economy of the community in Giritengah
village. This study uses a
qualitative method. The type of data used in this research is primary data
obtained through direct in-depth interviews, as well as secondary data obtained
through official documents related to the development of the tourist village of
Giritengah, Borobudur. The research results show that in implementing the development of the
Giritengah tourist village, a self-governing network structure has been
implemented. However, in reality, the Giritengah tourist village has not
implemented it consistently and patently when referring to the theory of
(Milward & Provan, 1995). Even though the stakeholders have attempted clear
and structured tourism village management. This is characterized by the absence
of a clear administrative entity because they are not bound by contracts and
there is no clear division of tasks between members, and the steps and
strategies taken by stakeholders are not yet efficient and effective in being
able to revive the Giritengah tourist village which is no longer operational.
The Giritengah tourist village faces challenges, including conflicts between
stakeholders who lack coordination, weak leadership hinders the achievement of
goals, and a complicated organizational management system that causes ambiguity
in the division of tasks, and hinders organizational effectiveness. In
developing the Giritengah tourist village, the main target of stakeholders is
to try to revive the Giritengah tourist village. However, efforts to utilize
social media as a promotional medium are still not optimal. To increase this
effectiveness, ongoing training programs are needed in managing websites,
information and technology. This training must be led by experts in the field
and updated regularly so that the village remains relevant to tourism and
technological developments.
