Fiscal decentralization grants authority to local governments to manage budgets and resources, empowering them to plan and execute development according to their needs. However, this devolution of power presents challenges, as some regions lack adequate economic capacity, leading to budget manipulation practices such as overbudgeting revenue. Overbudgeting revenue can disrupt the financial balance of local governments, being a primary cause of budget deficits and escalating debt accumulation. Overbudgeting revenue often perceived as optimistic bias and predictive failure, overbudgeting revenue warrants deeper investigation.
This study aims to examine the influence of budgetary arrangements, political factors, and institutional arrangements on the practice of revenue overestimation in Indonesian provinces. Utilizing Panel Data Regression with Fixed Effect models and controlling for population size and regional economic level, secondary data from 165 observations across 33 provinces during 2018-2022 sourced LKPD, Indonesian Financial Notes, KPU, AD/ART, BPS, and the Ministry of Finance are analyzed. Results indicate that budgetary arrangements, specifically the difference in revenue between years and the proportion of local original income, significantly reduces overbudgeting revenue. Conversely, political factors and institutional arrangements do not influence overbudgeting revenue. The study recommends tighter oversight and evaluation by local governments on revenue budget execution and careful monitoring of revenue developments. Furthermore, it emphasizes the importance of regional autonomy in mitigating revenue overestimation practices.
