Persepsi Anggota Lembaga Masyarakat Desa Hutan Rimba Raya Di Kph Blitar Terhadap Kebijakan Perhutanan Sosial Pada Kawasan Hutan Dengan Pengelolaan Khusus

Perhutanan Sosial merupakan pengelolaan hutan yang melibatkan masyarakat dengan tujuan meningkatkan kesejahteraan masyarakat sekitar hutan. Dinamika Perhutanan Sosial di Pulau Jawa sangatlah tinggi sehingga mendorong pemerintah mengeluarkan kebijakan Kawasan Hutan Dengan Pengelolaan Khusus (KHDPK). Tujuan penelitian ini adalah mengetahui persepsi, sikap dan harapan Lembaga Masyarakat Desa Hutan (LMDH) Rimba Raya terhadap kebijakan Perhutanan Sosial pada KHDPK.
Pada penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Pengumpulan data melalui wawancara mendalam, observasi lapangan, dan studi dokumen. Pemilihan informan dalam penelitian menggunakan teknik snowball. Analisis data yang digunakan yaitu analisis model Miles dan Huberman yang meliputi pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan.
Hasil penelitian menunjukkan bahwa pengelolaan hutan oleh LMDH Rimba Raya di KPH Blitar mencakup 2 kawasan, yaitu hutan lindung dan hutan produksi yang bekerja sama dengan Perhutani dan menerapkan skema Kulin KK. Persepsi LMDH Rimba Raya terhadap kebijakan Perhutanan Sosial pada KHDPK, yaitu: 1) Masyarakat menganggap kebijakan Perhutanan Sosial pada KHDPK lebih menguntungkan dan mensejahterakan masyarakat. 2) Penerapan kebijakan Perhutanan Sosial pada KHDPK akan lebih membuka akses masyarakat terhadap lahan hutan. 3) Masyarakat beranggapan kebijakan Perhutanan Sosial pada KHDPK berpotensi menimbulkan kerusakan hutan. LMDH Rimba Raya memiliki sikap menerima terhadap kebijakan Perhutanan Sosial pada KHDPK. Harapan LMDH Rimba Raya terhadap kebijakan Perhutanan Sosial pada KHDPK, yaitu: luasan lahan yang dimiliki masyarakat tetap, pihak yang membantu dalam realisasi kebijakan Perhutanan Sosial tidak meminta bagian lahan, kebijakan Perhutanan Sosial pada KHDPK tidak mempersulit masyarakat dalam pemanfaatan hutan, dapat direalisasikan dengan cepat, dan terciptanya usaha produktif baru.

Social forestry is forest management that involves communities with the aim of enhancing the welfare of communities around the forest. The dynamics of social forestry on Java Island are very high, prompting the government to issue Forest Zones for Special Management Purposes (KHDPK) policies. The aim of this research is to understand the perceptions, attitudes and expectations of forest village community institutions (LMDH) Rimba Raya regarding social forestry policies in KHDPK.
In this research, a qualitative approach was used with the case study method. Data collection through in-depth interviews, field observations, and document studies. The informant selection in the research utilizes the snowball technique. The data analysis used is the Miles and Huberman model analysis which includes data collection, data reduction, data presentation, and drawing conclusions.
The results showed that Forest management by LMDH Rimba Raya in KPH Blitar covers 2 areas, namely protected forests and production forests in collaboration with Perhutani and implementing the Kulin KK scheme. the perception of LMDH Rimba Raya regarding social forestry policies in KHDPK is as follows: 1) The community considers the social forestry policy at KHDPK to be more profitable and more prosperous for the community. 2) The implementation of social forestry policies at KHDPK will further open up community access to forest land. 3) The community considers KHDPK's social forestry policy to have the potential to cause forest damage. LMDH Rimba Raya has an accepting attitude towards KHDPK policies. LMDH Rimba Raya's hopes for the social forestry policy in KHDPK are as follows: The land area owned by the local community remains intact; parties assisting in the implementation of social forestry policies do not ask for a share of the land, the social forestry policy at KHDPK does not hinder the community's use of the forest, can be implemented quickly, and the creation of new productive businesses.
