Identification and Development of Sports Talent Program Implementation in Yogyakarta and Central Java : A Study Based on George Edwards’ Factors of Policy Implementation

Tujuan dari penelitian ini adalah untuk menentukan faktor-faktor implementasi kebijakan yang efektif yang memiliki dampak paling positif terhadap implementasi program Permenpora No. 6 Tahun 2022, yaitu Program Identifikasi dan Pengembangan Bakat, yang telah berlangsung sejak tahun 2023 di setiap provinsi di Indonesia. Penelitian ini mengumpulkan perspektif dari Ikatan Guru Olahraga Nasional (IGORNAS) di D.I. Yogyakarta dan Jawa Tengah terhadap implementasi program ini di wilayah masing-masing. Pendekatan metode campuran digunakan dalam penelitian ini. Penulis menyebarkan kuesioner, yang dibuat menggunakan Skala Likert. Metode kualitatif menggunakan perangkat lunak Nvivo juga digunakan dalam menganalisis pertanyaan terbuka untuk mengumpulkan lebih banyak perspektif dan masalah dari IGORNAS. Temuan penelitian ini mengungkapkan tingkat kepuasan guru pendidikan jasmani terhadap masing-masing faktor, menunjukkan faktor mana yang perlu lebih diperhatikan agar program Identifikasi dan Pengembangan Bakat lebih efektif dan berhasil di tahun-tahun mendatang.

The purpose of this study is to determine which factors of effective policy implementation have the most positive impact on the implementation of Permenpora No. 6 Year 2022’s program, Talent Identification and Development Program, which has been going on since 2023 in every province in Indonesia. This study gathers the perspective of the National Association of Physical Education Teachers (IGORNAS) in D.I. Yogyakarta and Central Java towards the implementation of this program in their respective regions. A mixed-method  approach is used in this study. The author distributed a questionnaire, which was made using the Likert Scale. The qualitative method using Nvivo software was also used in analyzing open-ended questions to gather more perspectives and concerns from IGORNAS.  The findings of this study reveal the satisfaction level of the physical education teachers towards each factor, pointing out which factor needed more attention in order to make the Talent Identification and Development program more effective and successful in the upcoming years.
