Peran Keterampilan Sosial Wiralembagawan Dalam Resiliensi Institusi Pokdarwis

Salah satu upaya pembangunan tingkat desa yang dilakukan ialah dengan mengembangkan potensi desa menjadi pariwisata. Perlu adanya peran aktor wiralembagawan dalam mengelola Pokdarwis selaku institusi pengelola wisata di Desa Wisata Conto. Tiap aktor memiliki kemampuan dan keterampilan sosial yang diharapkan dapat mendorong adaptasi dan resiliensi institusi. Tujuan dari penelitian ini ialah untuk menganalisis peran keterampilan sosial seorang wiralembagawan dalam resiliensi institusi pokdarwis Desa Wisata Conto. Penelitian ini dilakukan dengan metode penelitian kualitatif dengan pendekatan studi kasus. Unit analisis dalam penelitian ini ialah pegiat Pokdarwis yang merupakan inisiator pembentukan dan juga wiralembagawan Pokdarwis. Hasil penelitian menunjukkan bahwa wiralembagawan Pokdarwis Cinta Conto memiliki andil dalam perkembangan institusi Pokdarwis, mulai dari proses pembentukan, maupun ketika Pokdarwis menghadapi kerentanan akibat perubahan karena pandemi Covid-19, karena memiliki daya juang dalam menghadapi tantangan. Wiralembgawan berperan dalam melaksanakan tujuan institusi melalui pembentukan maupun modifikasi fungsi dan formasi untuk mendukungnya. Pembatasan pariwisata selama masa pandemi Covid-19 membuat wiralembagawan berinovasi dengan mengalihkan kegiatan institusi Pokdarwis menjadi jualan sayur-mayur, dengan tetap melakukan promosi mengenai Desa Wisata Conto melalui kemasan sayur-mayur tersebut. Selama masa pandemi, wiralembagawan dengan keterampilan sosialnya juga terus membangkitkan kegiatan Pokdarwis melalui diskusi bersama anggota Pokdarwis dan masyarakat untuk merencanakan kegiatan setelah masa pandemi. Hasil diskusi ini juga menghasilkan inovasi baru dalam paket wisata yang juga terbentuknya kelompok baru di masyarakat untuk mendukung kegiatan Desa Wisata ini, yaitu kelompok Shuttle, kelompok ojek, dan kelompok kuliner, yang menciptakan resiliensi institusi Pokdarwis Cinta Conto. 

One of the village-level development efforts undertaken is to develop the potential of the village into tourism. There needs to be a role for entrepreneurial actors in managing Pokdarwis as a tourism management institution in Conto Tourism Village. Each actor has abilities and social skills that are expected to encourage institutional adaptation and resilience. The purpose of this study is to analyze the role of social skills of a institutional entrepreneurs in the resilience of the Pokdarwis institution in Conto Tourism Village. This research was conducted using a qualitative research method with a case study approach. The unit of analysis in this research is the Pokdarwis activist who is the initiator of the formation and also the institutional entrepreneurs of Pokdarwis. The results showed that Pokdarwis Cinta Conto activists have contributed to the development of Pokdarwis institutions, starting from the formation process, as well as when Pokdarwis faced vulnerability due to changes due to the pandemic Covid-19, because they have the fighting power to face challenges. Institutional entrepreneurs play a role in carrying out the goals of the institution through the formation and modification of functions and formations to support it. The restriction of tourism during the Covid-19 pandemic has made the chieftains innovate by shifting the activities of the Pokdarwis institution to selling vegetables, while still promoting Conto Tourism Village through the packaging of these vegetables. During the pandemic, the entrepreneur, with his social skills, also continued to revive Pokdarwis activities through discussions with Pokdarwis members and the community to plan activities after the pandemic. The results of these discussions also resulted in new innovations in tour packages and the formation of new groups in the community to support the activities of this Tourism Village, namely the Shuttle group, motorcycle taxi group, and culinary group, which create resilience for the Pokdarwis Cinta Conto institution.
