Exploring Physicians' Perceptions Toward the Digitalization of Medical Records Following EMR'S Regulation in Indonesia: A Qualitative Study in Two Teaching Hospitals in Yogyakarta

Background: The Ministry of Health has recently introduced Regulation No. 24 (Permenkes no 24/2022), which mandates all health facilities to implement an Electronic Medical Record (EMR) no later than 31 December 2023. Implementing EMR on a nationwide scale is complex, involving various factors such as physicians' readiness and adequate resources.
The new regulation on Medical Records and the development of digitalization of health services can be perceived differently by the public and health workers. Understanding physicians is crucial to ensuring the successful implementation of EMR.
Purpose: The current study aims to explore physicians' perceptions regarding the digitalization of medical records in Indonesia, specifically focusing on data exchange, consent, access to contents, and security and privacy of electronic medical records.
Methods: A qualitative study was conducted in Rumah Sakit Akademik UGM (RSA UGM) and Dr. Sardjito General Hospital (RSUP Sardjito), both of which are teaching hospitals located in Yogyakarta. For data collection, in-depth interviews were employed. Furthermore, IT workers and medical record staff were also interviewed to gain a more comprehensive understanding of the hospital landscape and thereby enrich the understanding of physicians' perceptions.
Results: Our study reveals many advantages, areas for improvement, facilitators, and barriers regarding EMR use in these two hospitals. Physicians' views on PMK 24/2022 were also explored, with many expressing mixed feelings Finally, we sought physicians' recommendations to improve EMR on both the hospital and national scale.
