ANALISIS TEORETIS LIBERAL INTERGOVERNMENTALISME TERHADAP INTEGRASI LUAR ANGKASA UNI EROPA

Tesis ini merupakan studi analisis teoretis terhadap salah satu teori integrasi UE arus utama, yaitu Liberal Intergovermentalisme (LI), dengan mengobservasi tiga dalil utama dari teori ini, yakni; National Preferences, Substantive Bargainings, dan Institutional Choice pada isu luar angkasa. Studi ini dimulai dengan melihat perbedaan antara LI dan Supranasionalisme yang merupakan teori integrasi UE yang populer dalam satu dekade ini, dengan menelaah kekurangan dari teori tersebut dan kelebihan dari LI. Selanjutnya tulisan ini menganalisis micro foundation yang membentuk tiga dalil utama LI dan korelasinya terhadap proses integrasi luar angkasa UE. Ketiga dalil tersebut ditelaah dengan berbagai analisis dan fenomena yang terjadi selama proses kerja sama luar angkasa UE dimulai. Kurangnya literatur atau penelitian yang membahas LI pada ranah selain ekonomi membuat penelitian ini menjadi penting. Sebagaimana kita tahu nature of theory ini disintesis pada isu-isu integrasi ekonomi UE dan hampir tidak ada digunakan dalam sektor luar angkasa. Analisis teoretis dalam tulisan ini mencoba menguji ketiga dalil LI apakah memenuhi syarat suatu teori yang mapan dengan memerhatikan logical adequacy yang cukup, bersifat generalizability, dan memenuhi unsur testability. Tesis ini ditutup dengan kesimpulan dan penyampaian keterbatasan teori LI secara khusus dan tulisan ini secara umum sebagai upaya objektivitas suatu studi teoretis.

This thesis is a theoretical analysis study of one of the mainstream EU integration theories, namely Liberal Intergovernmentalism (LI), by observing the three main postulates of this theory; National Preferences, Substantive Bargainings, and Institutional Choice on outer space issue. This study begins by examining the differences between LI and Supranationalism, a popular EU integration theory in the past decade, by reviewing the shortcomings of this theory and the advantages of LI. In the next part, this paper analyzes the micro-foundations that form the three main postulates of LI and their correlation to the EU outer space integration process. These three propositions are examined with various analyses and phenomena that occurred during the process of integration in the EU space cooperation. The lack of literature or research that discusses LI in domains other than economics makes this research important. As we know, this nature of theory is synthesized on EU economic integration issues and is almost not used in the outer space sector. The theoretical analysis in this paper tries to test whether LI's three postulates fulfill the requirements of an established theory by paying attention to sufficient logical adequacy, generalizability, and fulfilling testability elements, This thesis closes with a conclusion and conveys the limitations of LI theory in particular and this article in general as an attempt to objectify a theoretical analysis study.
