ENCOURAGING THE SHIFT OF MODES OF FREIGHT TRANSPORT FROM ROAD TO RAILWAYS IN INDONESIA (Case Study: Java Island)

Angkutan barang memberikan efek positif bagi perkembangan suatu wilayah, di sisi lain angkutan barang juga memiliki dampak negatif yang perlu diperhitungkan. Kereta api sebagai moda transportasi yang berpotensi menjadi solusi masih sedikit digunakan dibandingkan dengan truk. Oleh karena itu, penelitian ini bertujuan untuk memberikan rekomendasi prioritas kebijakan yang tepat di Indonesia untuk mendorong perpindahan moda angkutan barang dari truk ke kereta api.
Penelitian ini dilakukan dengan menggunakan metodologi kualitatif dan kuantitatif. Pendekatan kualitatif dilakukan melalui tinjauan literatur yang mencakup berbagai negara dan sumber, serta wawancara dengan para ahli yang mewakili kelompok-kelompok di sektor transportasi angkutan barang. Proses Hirarki analitik diformulasikan untuk analisis kuantitatif dan dijalankan dengan perangkat lunak Expert Choice. Data dikumpulkan melalui kuesioner online, dengan metode purposive sampling untuk para pemangku kepentingan yang terlibat dalam kegiatan transportasi angkutan barang.
Dari hasil analisis pembobotan diketahui bahwa Waktu, Kualitas Pelayanan dan Cakupan Wilayah merupakan 3 faktor utama dengan bobot tertinggi. Pelanggaran angkutan barang yang dilakukan oleh truk menjadi tantangan yang menghambat penggunaan kereta api sebagai angkutan barang karena persaingan harga yang tidak kompetitif antara moda truk dan kereta api. Selain itu, isu intermoda juga menjadi hal yang penting dari hasil penelitian. Kesimpulannya, rekomendasi kebijakan yang menjadi prioritas adalah perlunya kebijakan di setiap aspek, antara lain aspek ekonomi berupa insentif yang dapat dicontoh dari pengalaman perkeretaapian di Inggris, kebijakan yang mendorong peralihan moda, serta pentingnya pengembangan infrastruktur pendukung, berupa fasilitas perpindahan moda yang mempercepat peralihan moda dari truk ke kereta api sehingga tercapai angkutan barang yang efektif dan efisien.

Freight transportation has a positive effect on the development of a region, on the other hand, freight transportation also has negative impacts that need to be taken into account. Rail as a travel mode that has the potential to be a solution is still little used compared to trucks. Therefore, this research aims to provide recommendations for appropriate policy priorities in Indonesia to encourage the shift of freight transport modes from trucks to trains.

The research was carried out using qualitative and quantitative methodologies. A qualitative approach was carried out through a literature review covering various countries and sources, as well as interviews with experts representing groups in the freight transportation sector. The analytic Hierarchy Process is formulated for quantitative analysis and executed with Expert Choice software. Data was collected through an online questionnaire, with a purposive sampling method for stakeholders involved in freight transportation activities.
From the results of the weighting analysis, it is known that Time, Service Quality and Area Coverage are considered as the 3 main factors with the highest weight. Freight transport violations carried out by trucks are a challenge that hinders the use of trains as freight transport due to uncompetitive price competition between truck and train modes. Apart from that, the issue of intermodality is also important from the research results. In conclusion, the priority policy recommendation is the need for policies in each aspect, including economic aspects in the form of incentives that can be emulated from the experience of railways in England, policies that encourage modal shifts, as well as the importance of developing supporting infrastructure, in the form of transfer facilities. a mode that accelerates the modal shift from trucks to trains so that effective and efficient freight transportation is achieved.
